OVERVIEW

The Information Technology office invites applications for a Technology Analyst to join its Case Management Services and Support unit. The Digital Courts team oversees every phase of several court applications—from initial planning and requirements analysis through design, development, testing, deployment, maintenance, and support. In addition, Digital Courts provides dedicated web services for and on behalf of the California Courts. With regular release cycles and periodic patches, these applications and services are continuously quality assured to maintain their security, integrity, and reliability.

The Technology Analyst (TA) plays a key role in ensuring the quality of all Digital Courts applications and services. Responsibilities include, but are not limited to, the following:

• Appellate Court Case Management System (ACCMS) and Document Management System (DMS): ACCMS is the primary business system for the Supreme Court and the District Courts of Appeal, designed to track, process, and manage court cases. Its subsystem, DMS, serves as the repository for case documents.
• Court Interpreters Data Collection System (CIDCS): This Language Access business system satisfies JCC collection requirements while ensuring that both courts and the public have access to interpreters.

In addition, the TA is responsible for developing comprehensive test plans and scripts, coordinating and executing testing cycles, and facilitating user acceptance testing. A focus on implementing automated testing processes where applicable will further enhance efficiency and accuracy.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

RESPONSIBILITIES

• Provide application support, ensuring timely escalation of issues to senior staff when necessary. Assist in the development and implementation of project and operational plans, while contributing to the testing of application updates. Serve as the primary liaison with vendors for ACCMS Document Management services and the Courts, fostering strong collaboration. Handle sensitive requests with discretion and professionalism. Conduct in-depth analyses and deliver reliable, actionable recommendations to drive informed decision-making.
• Provide comprehensive technical and operational support for ACCMS, ensuring seamless functionality to meet the needs of the Supreme Court and District Courts of Appeal. Collaborate with stakeholders to address system requirements and resolve issues effectively, fostering reliable performance and user satisfaction.
• Provide comprehensive technical support for modernization projects, actively contributing to the design, development, testing, and deployment of deliverables. Ensure that all project outputs meet stakeholder expectations and are delivered in a timely manner.
• Carry out a variety of administrative and technical tasks to support the implementation and advancement of the Digital Courts Program, ensuring seamless coordination and efficient program execution.

Other Duties and Responsibilities:

Perform other related duties to fulfill the goals and objectives of the Digital Courts Unit. Additional duties may include, but are not limited to, assisting where needed within the team/unit which may include special assignments.

• Attend staff meetings (weekly, bi-weekly, monthly, or as scheduled).
• Prepare/attend one-on-ones (weekly or bi-weekly).
• Attend Vendor Management or User Group meetings (monthly).
• Attend relevant committee and stakeholder meetings (as needed).
• Maintain knowledge in current and emerging technologies (ongoing).
• Provide assistance/backup for meeting management/support (as needed).
• Attend training classes as needed and complete all team training requirements (as needed).

MINIMUM QUALIFICATIONS

Bachelor’s degree, preferably in computer science, information systems, or a related field, and three (3) years of experience maintaining infrastructure including knowledge of servers, hardware, operating systems, enterprise mail and directory services and/or network operating systems, network hardware, telecommunications, and security.

An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Three years as a Computer Support Specialist, in the assigned field, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Computer Support Specialist, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state-level government entity.

Desirable Qualifications:

• Strong knowledge of QA/Testing methodology and tools.
• Experience in setting up and executing test plans and test scripts for multiple in-house applications.
• Familiarity with setting up and executing automated testing
• Proven ability to work with several stakeholders simultaneously
• Experience working with cross-functional teams, including IT, business users, vendors, and leadership.
• Strong communication and collaboration skills to bridge the gap between technical and non-technical stakeholders
• Experience in industry-standard project management methods, tools, techniques and processes.
• Excellent customer service, verbal and written communication skills.
• Strong organizational and multitasking skills.
• Ability to thrive in a fast-paced work environment.
• Excellent MS Word, Excel, Project, Visio and PowerBI skills.
• Strong problem-solving and analytical skills.
• Ability to work independently with minimal supervision.
• Adaptability and willingness to learn new technologies and methodologies.
