Job description

Responsibilities

The incumbent provides analysis, reporting, planning, overall coordination, and oversight activities of born digital and digitized audiovisual collections. Individually and in collaboration with NAVCC stakeholders, staff from the Library's Office of the Chief Information Officer, and other staff, the incumbent assists with program components that include the design, implementation, and evaluation of the project, the review of metadata and related policies and procedures, the development of strategies for metadata capture, normalization, transformation, storage, and output, models for information access and delivery, and coordinates the accessioning of born digital and digitized audiovisual collections.

Serves as project coordinator for born digital and digitized audiovisual collections, performing project management and scheduling activities as needed in the Moving Image Section at the Packard Campus for Audio Visual Conservation. Assists in designing, implementing, and evaluating project work, including policy and communication issues, and assures coordination and maximum impact through a combination of public and private resources. Establishes recommendations, priorities, timeframes, etc. in coordination with Moving Image section head, curators, as well as cataloging and processing unit heads. Plans the approach to digital intake or digitization for assigned projects and develops methods and resource plans. Prepares planning documents encompassing all aspects of workflow and submits such plans for review. Implements approved plans by scheduling and coordinating the work.

Tracks project workflow using computer software tools and/or coding – schedules activities required to move digital projects to completion, as appropriate. Prepares reports and other project-related work as assigned. Ensures all digital activities and plans for assigned project(s) conform to (or enhance) current division and Library bibliographic and custodial practices and they make optimum use of scarce resources and staff expertise.

Develops work plans, requirements, intake specifications, conversion specifications, and metadata strategies for audio and video content specific to the assigned project. Analyzes requirements and develops strategies for metadata capture, normalization, transformation, storage, and output. Participates in reviewing, developing, and implementing metadata application policies and procedures, particularly in relation to metadata mapping and transformation of born digital and digitized audiovisual files into the Library of Congress audio‑visual content management system. Troubleshoots issues related to metadata mapping and transformation that include reconciling controlled vocabularies, title construction, data structure, and formatting of data following Library of Congress NAVCC established practices, procedures, and guidelines. Prepares metadata for ingest by adhering to established quality control protocols.

Oversees the preparation for and archiving of the digitized project files and data in a secure and stable repository. Participates in developing and implementing procedures for management and security of digital resources aligned with policies established across the Library to support security of heritage assets, including reporting requirements. Evaluates previously established practices and provides recommendations for modifications to workflows using computer‑based tools and/or coding based on standards appropriate to various media types in the Library's collections. Reviews and develops ingest workflows for digital material and identifies quality issues and coordinates reworking (for digital reformatted material) or resubmission (for digital originals). Evaluates and recommends modifications to workflow management systems supporting Library of Congress NAVCC digitization practices.

Working with NAVCC staff responsible for the digital repository, participates in the processes for storing or archiving completed work comprised of digital assets. For digital reformatting projects, collections may be digitized by digital conversion contractors who specialize in moving images and sound recordings. Some collections may be digitized by NAVCC staff. Works with staff to coordinate flow of work related to the digital project(s). Oversees the accessioning of digital files received from various sources. Maintains close contact with any project partner(s) regarding metadata workflow management, the acquisition of digital files, and the development of future workflows for archive growth. When material has been received and reviewed, provides notice of acceptance of work.

Qualifications
  • Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
  • Applied knowledge of storing, processing, and accessing born digital and digitized audiovisual collections according to established archival standards in a professional setting.
  • Ability to apply project management techniques and processes to implement digital library projects or programs.
  • Ability to serve as a liaison and interact collaboratively with others.
  • Ability to communicate effectively in writing.
  • Ability to communicate effectively other than in writing.
