The following document contains sample tasks and qualifications for the MNSITE Request for a Strategic Consultant – Staff Augmentation Event.
Tasks
- Build relationships with and conduct interviews with key contributors of Medicaid Enterprise System (MES) modernization to collect information and feedback about work products, utilizing this information to improve them.
- Facilitate meetings with multiple MES modernization contributors to gather feedback, ask strategic questions, and share insights from past experiences to guide the initiative towards its goals, using collected information to refine work products.
- Attend standing MES modernization planning meetings to identify themes, patterns, and opportunities that can inform recommendations for new working methods aligned with the MES modernization strategy.
- Engage with the existing MES modernization strategy to provide improvement recommendations and lead the development and execution of an action plan.
- Facilitate a process to develop outcomes aligned with collected information and priorities (such as equity), including current state assessment/baselining to measure progress.
- Lead the creation and implementation of a communication plan for all work efforts, providing guidance and leadership.
- Advise on aligning the MES modernization strategy with broader agency efforts to transition towards a Product organization and Agile methodologies.
- Support the Redesign for an Agile Medicaid Program (RAMP) in aligning with new MES modernization strategies by offering questions and insights.
- Collaborate with change management teams to ensure alignment with the MES modernization strategy.
- Gain knowledge about other modernization efforts within the Agency, offering guidance on alignment and risks.
- Lead planning for implementing the MES modernization action plan, providing guidance to contributing teams.
- Facilitate the development of sub-strategies related to procurement/vendor management, staffing, outcomes demand management, and system integration.
Minimum Qualifications
- At least five (5) years of experience providing consultation and guidance to a State Medicaid program.
- At least three (3) years supporting the creation of strategies for system and technology modernization.

- Proven leadership to build consensus around solutions
- Skill in establishing program/project timelines and milestones, tracking progress
- Extensive experience with Medicaid HIT industry standards, such as data interoperability
