Who You Are:

We are seeking a Senior Security Engineer (Process Improvement) to support the Department of Homeland Security's Enterprise Engineering Division (EED) within the Office of the Chief Information Officer (OCIO). You will be part of a high-performing team supporting cybersecurity measures to enhance DHS networks, providing strategic and tactical security compliance guidance. You will collaborate with network and security engineers, data center specialists, ISSOs, industry vendors, and DHS stakeholder groups, including over 20 DHS Components.

What You'll Do:
  • Support Homeland Security Enterprise Network (HSEN) services and improve Security Engineering & Architecture processes.
  • Maintain and enhance network and security capabilities, including modernization and emerging technologies.
  • Design, build, and upgrade network and security systems.
  • Ensure security architecture compliance with standards and guidelines.
  • Provide performance engineering and network management support, including monitoring tools and technologies.
  • Ensure security tools and infrastructure are operational from perimeter to endpoint and data.
Additional Duties/Responsibilities:
  • Develop and implement a Systems Engineering Life Cycle (SELC) approach for engineering services transitioning to Operations & Maintenance.
  • Provide management and technical support services across DHS HQ sites, adhering to DHS methodologies.
  • Offer project engineering services for new IT solutions, including hardware, software, and application tools, covering design, analysis, testing, deployment, and transition to O&M.
  • Review system requirements and recommend architectural and design changes for capacity, automation, and configuration.
  • Develop and implement ITSM/ITOM plans to standardize procedures and manage IT operations effectively.
  • Coordinate with DHS HQ technology providers to integrate LAN A capabilities and streamline service delivery.
  • Create SOPs, technical schematics, system support, and SELC documentation for infrastructure activities.
What You'll Bring:
  • BSc in Information Systems, Computer Engineering, Computer Science, Cyber Security, or equivalent experience.
  • Minimum six (6) years of IT support experience, emphasizing security compliance for federal networks.
  • Experience with NIST FIPS, contingency planning, network infrastructure, security impact analysis, and assessments.
  • Proven ability to develop cybersecurity process improvement roadmaps and optimize cybersecurity workflows.
  • Knowledge of RMF, risk mitigation, vulnerability assessment, and continuous improvement practices.
  • Experience with cloud migration, integration, and strategic planning.
  • Ability to learn complex, dynamic networks independently.
  • Capable of working autonomously in fast-paced environments.
  • Federal government consulting experience preferred.
  • Experience within DHS or similar agencies is a plus.
  • Security certifications such as CISSP, CCSP, CISM, GSLC, CISA, CASP, or equivalent are preferred.
  • Familiarity with tools like IBM AppScan, Splunk, Nessus, HP Fortify, and others is preferred.
  • Authorized to work in the US or will be by the start date; eligible for DHS EOD.
  • Proficient in English, both written and verbal.
  • Successful completion of pre-employment screenings, including background check, MVR, and drug test.
  • Must comply with company drug and alcohol policies.
Location Requirements:

Primarily remote work; preference for candidates residing near MD/DC/VA.

Compensation:

Salary range: $110,000 - $130,000 annually. Compensation may vary based on experience and other factors.
