Job Summary:

Kymber Consulting Group is seeking a Management Analyst to provide office support to assist our client in meeting its mission of providing independent advice and recommendations to maximize the safety and quality of, as well as access to, health care for DoD health care beneficiaries, analysis, and assessment services in support of the Defense Health Agency (DHA), Defense Health Board (DHB). The DHB, under the provisions of the Federal Advisory Committee Act of 1972, provides the Secretary of Defense, through the Assistant Secretary of Defense for Health Affairs and the Under Secretary of Defense for Personnel and Readiness, independent advice and recommendations on matters pertaining to Department of Defense (DoD) healthcare policy and program management; health research programs; treatment and prevention of disease and injury; promotion of health and wellness within DoD and the delivery of efficient, effective, and high quality health care services to DoD beneficiaries; and other health-related matters of special interest to DoD as determined by the Secretary of Defense, the Deputy Secretary of Defense, or the Under Secretary of Defense for Personnel and Readiness. The success of this objective is measured by the efficiency by which the Board impacts DoD health policies through its reports. By providing high quality support the Board is enabled in meeting its goal of providing the Department with comprehensive and actionable recommendations that will help shape the Department’s ability to improve the health of service members and ensure the delivery of optimal healthcare of all DoD beneficiaries. Services include providing Studies and Analysis, Program Management, Logistical, and Records and Information Management support for the Board members and staff and also include developing reports, planning and executing meetings, working membership appointment requirements, updating the board website and databases, and maintaining the board records.

Responsibilities and Duties:

Logistical Support

  • Perform all scheduling, planning, coordination, support and execution of Defense Health Board (DHB) and Subcommittee meetings, to include all efforts required before, during, and after these events. Meetings may be face-to-face, electronic or telephonic.
  • Schedule meeting dates and times, arrange for (and book) conference and meeting locations and venues, in addition to providing all necessary administrative support. While most face-to-face meetings take place at the Defense Health Headquarters (DHHQ) or other locations within the National Capital Region (NCR), others may take place outside the NCR on military bases or other locations. Meetings may be held in government-operated facilities or in facilities such as hotels or conference centers as determined by the Government for the successful completion of Board business while ensuring appropriate public access. Meetings may require short notice planning and execution, and some may be required to be held in compliance with Federal Advisory Committee Act “open meeting” requirements as indicated.
  • Perform all administrative support, to include advance preparations and development of agendas, Federal Register Notices, preparatory notes; identifying and coordinating speakers and speaker slides and room preparation; sending invitations to members, guests, distinguished visitors, as well as members of the public as indicated for open meetings; managing attendance responses, and regularly providing DHB staff with attendance rosters.
  • Administrative meeting support also includes preparing scripts for open meetings; collecting and distributing required meeting materials such as reports, briefing slides and public statements; building binders or folders for members and certain identified attendees; having copies of required materials available to public attendees; providing notes to assist Board and staff leadership with the content of the meeting; and documenting meeting attendance and minutes.
  • All efforts must be in accordance with applicable FACA regulations. In addition, meetings may involve discussion of classified material, thus requiring submission of appropriate security clearance information on attendees and submitting requests to conduct closed or partially-closed meeting.
  • Utilize the Defense Travel System to input travel arrangements for members, staff, and invited speakers, in compliance with DoD guidelines and the JTR.
  • Attend and support meetings, to include room set up, member and guest sign in, dial-in support, seating, preparation and distribution of meeting materials and handouts, and slide and presentation support as required.
  • Provide minutes and executive summary reports of meetings.
  • Consolidate and edit notes from members and staff into the appropriate format, highlighting due-outs identified in the meetings.
  • Take notes of important decisions and discussion based on the specific instruction of military and DoD civilian personnel authorized by the COR using government judgment as government determines matters that will require follow-up action and monitor required actions leading to task accomplishment.

Monitor and recommend improvement of the website to facilitate member activities and provision of DHB records, complying with applicable laws and directives.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp .
