General Purpose: This position has technical and clerical public contact work with responsibility for reviewing, processing, and issuing a variety of permits and clearances for Park County. Work is performed in close coordination with a variety of departments or divisions within the realm of the permitting process. Position is responsible for assigned technical activities and must make independent work decisions based on experience and knowledge of departmental operations, but refer more difficult technical policy or procedural questions to an inspector or Director for decisions. Assignments are made orally or in writing; work is reviewed through conferences, reports, and by observation of results obtained.

Essential Duties and Responsibilities:

  • Receive and review permit applications for completeness and assist applicants with the permit process; issue permit and license renewals and, when applicable, certificates of occupancy per department policies;
  • Calculate and collect associated fees for the appropriate permits and issue receipts;
  • Schedule inspections;
  • Maintain department files – paper and electronic - including permit applications and renewals, issued permits, certificates of occupancy, contractor licenses and files, inspector certifications, Code books, and applicable regulations;
  • Keep current the forms, applications, and informational handouts provided to the public, including those posted on the County website;
  • Process annual contractor license renewals;
  • Prepare reports on a monthly, quarterly, and/or annual basis with permit statistics per department guidelines and regulatory requirements, assemble budget data;
  • Perform financial administrative support including vendor invoice payment processing, compile department timesheets and prepare payroll voucher, order supplies, reconcile petty cash;
  • Maintain department vehicle files including registrations and mileage sheets, coordinate maintenance and repairs;
  • Respond to citizen inquiries via the phone or at the counter, refer citizens to other officials or departments when appropriate;
  • Cross train into and learn processes of related divisions, and provide customer assistance and support related to those functions;
  • Perform related work as assigned or required.

Knowledge, Skills and Abilities:

  • Knowledge of public relations and customer service
  • Knowledge of business English, mathematics, and spelling
  • Ability to efficiently reference Code books and other related rules and regulations
  • Ability to learn effective use of the permitting database
  • Basic knowledge of accounting and bookkeeping principles and practices
  • Ability to prepare reports, correspondence, and to establish and maintain a filing and recordkeeping system with minimal supervision
  • Strong organizational and time management skills with attention to detail
  • Ability to take initiative and work independently without close supervision
  • Ability to multi-task in a fast-paced environment
  • Ability to meet the public using tact with communication skills and job knowledge to assist with applications and answer inquiries
  • Ability to explain codes and requirements for the various facets of the permitting process to citizens, both in person and by telephone
  • Ability to maintain clear and accurate records and to make difficult arithmetic computations accurately
  • Ability to maintain effective working relationships
  • Ability to apply policies, rules, and regulations pertaining to areas of work
  • Knowledge of payroll

Nature of Contact with Others:

This position requires contact with the general public, contractors, homeowners, developers, and other external agencies to exchange information on a daily basis. In addition, the individual will have contact with the employees of the County departments on a regular basis.

Responsibility for property, materials, money, and confidential information:

This position is responsible for the equipment used in the performance of the job including telephone, computer, fax, printer, digital camera, copier, and calculator. This position receives/accounts for permit fees and is also responsible for the inventory of department office supplies. Confidentiality of information is subject to the Colorado Open Records Act.

Physical Requirements/Work Environment:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. Occasionally the employee might be required to lift and/or move up to 20lbs. Specific vision abilities required by this job include close vision, color vision, depth perception, and the ability to adjust focus.

The work environment is typical of an office setting. This position may be subject to interruptions, multiple phone calls, and inquiries. The noise level in the work environment is moderate.

Qualifications
  • High School Diploma or GED
  • College accreditation recommended but not required
  • Minimum two years of experience in an office environment and computer skills, or any equivalent combination of related education and experience
  • Construction industry experience preferred
  • Must pass background check
  • Must obtain ICC Permit Technician certification within 1 year of hire
