Job summary

Trinity Employment Specialists in Tulsa, OK is seeking a Development Project Manager to oversee commercial development from site acquisition through construction.

The ideal candidate has a Civil Engineering degree, 5+ years of relevant experience, strong knowledge of zoning and entitlements, and proven ability to manage budgets, schedules, and engineering consultants.

The position is full-time and exempt, with a pay range of $109,000–$137,000 Total Cash Compensation (DOE).

Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • 5+ years of experience in civil engineering, land development, commercial construction, or development project management.
  • Experience managing commercial development projects from site acquisition through construction.
  • Strong knowledge of zoning, permitting, entitlements, and municipal approval processes.
  • Working knowledge of civil engineering, geotechnical engineering, and site development.
  • Experience managing project budgets, schedules, and cost estimates.
  • Experience coordinating engineering consultants, contractors, and regulatory agencies.
  • Strong project management, negotiation, communication, and organizational skills.
  • Proficient with Microsoft Office; AutoCAD or AutoCAD Civil 3D experience preferred.
  • Ability to manage multiple projects and travel as needed.

Position Summary

The Development Project Manager oversees commercial development projects from site acquisition through construction completion. This role manages entitlements, permitting, engineering coordination, consultant relationships, budgets, schedules, and regulatory compliance while serving as the primary liaison between internal teams, consultants, contractors, and government agencies to ensure projects are completed on time and within budget.

Essential Responsibilities
  • Manage commercial development projects through all phases
  • Develop and maintain project schedules, budgets, and development strategies
  • Coordinate zoning, entitlements, permitting, and regulatory approvals
  • Manage civil, geotechnical, surveying, utility, and permitting consultants
  • Review engineering plans for quality, accuracy, and compliance
  • Coordinate with municipalities and regulatory agencies
  • Prepare project budgets, cost estimates, and financial forecasts
  • Evaluate engineering solutions to improve efficiency and reduce costs
  • Review geotechnical reports and recommend practical design solutions
  • Negotiate consultant contracts, scopes of work, and change orders
  • Monitor consultant performance to ensure quality, budget, and schedule goals
  • Coordinate utility planning, easements, and development agreements
  • Lead project meetings with engineering, construction, and development teams
  • Resolve development, permitting, and engineering issues during construction
  • Identify project risks and implement mitigation strategies
  • Maintain project documentation and perform quality assurance reviews
  • Travel to project sites during development and construction
Preferred Qualifications
  • Master's degree in Civil Engineering or related field
  • Professional Engineer (PE) license
  • 5+ years of commercial land development experience
  • Experience with commercial retail, fuel, mixed-use, or large-scale developments
  • Proficiency with AutoCAD Civil 3D and Microsoft Project
  • Strong analytical, budgeting, leadership, negotiation, and problem-solving skills
  • Ability to thrive in a fast-paced environment while delivering high-quality, compliant projects
