Caelum Research Corporation is seeking a Development Lead in Huntsville, AL to direct a major Army IT services contract. You will oversee end-to-end development, modernization, and sustainment, employing .NET/C#, Angular, SQL Server, APIs, and enterprise tools while enforcing secure coding and DevSecOps practices.

You will mentor a high-performing team across classified and unclassified portfolios, coordinate with government product owners, CM, cyber, and infrastructure, and ensure traceability,

Qualifications

• 8+ years software engineering with progressive technical leadership.
• Strong .NET/C#, web, SQL/database, API/integration experience.
• Secure software development, static analysis, vulnerability remediation and DevSecOps.
• GOTS/MOTS/COTS integration and legacy modernization experience.
• Strong technical writing, architecture and stakeholder communication.

Responsibilities

• Lead full SDLC for development, modernization, sustainment and legacy modification.
• Lead .NET/C#, Angular/JavaScript, SQL Server, APIs, Power Platform, SharePoint and approved enterprise technologies.
• Establish source control, branching/tagging, pull requests, code review, CI/CD, release packaging and rollback.
• Integrate Fortify/static analysis, DISA Application Development STIG, OWASP Top 10, dependency review, FOSS risk and SBOM practices.
• Coordinate developers, DBAs, cyber, CM, infrastructure, service desk and Government product owners.
• Mentor a high-performing engineering team across classified and unclassified portfolios.

POSITION: Development Lead LOCATION: Huntsville, AL SCOPE: Serves as a Development Lead on a major IT services contract for the U.S. Army. Direct application development, modernization, sustainment, database integration, DevSecOps and application security for enterprise/platform applications. Build a disciplined software-factory model that converts mission requirements and defects into secure, tested, documented and supportable releases. RESPONSIBILITIES:

• Lead full SDLC for new development, modernization, re-engineering, sustainment and legacy modification.
• Lead .NET/C#, Angular/JavaScript, SQL Server, APIs, Power Platform, SharePoint and approved enterprise technologies.
• Establish source control, branching/tagging, pull requests, code review, CI/CD, release packaging and rollback.
• Integrate Fortify/static analysis, DISA Application Development STIG, OWASP Top 10, dependency review, FOSS risk and SBOM practices.
• Coordinate developers, DBAs, cyber, CM, infrastructure, service desk and Government product owners.
• Use DOORS, MagicDraw and Windchill where software intersects controlled requirements or product baselines.
• Require traceability, test evidence, scans, approvals, deployment artifacts and rollback procedures for releases.
• Lead application vulnerability remediation and risk disposition.
• Mentor a high-performing engineering team across classified and unclassified portfolios. QUALIFICATIONS:
• 8+ years software/application engineering with progressive technical leadership.
• Strong .NET/C#, web, SQL/database, API/integration, source-control and enterprise SDLC experience.
• Secure software development, static analysis, vulnerability remediation and DevSecOps experience.
• GOTS/MOTS/COTS integration and legacy modernization experience.
• Strong technical writing, architecture and stakeholder communication.
• Ability to obtain and maintain required clearance/access. PREFERRED/HIGHLY DESIRED:
• Azure DevOps/Git, Angular, SQL Server, OpenShift/containers, Power Platform, SharePoint or Laserfiche.
• Fortify, OWASP, DISA Application Development STIG and SBOM/FOSS governance.
• DOORS/MagicDraw/Windchill and digital-engineering integration.
• Army acquisition, Redstone and RMF/ATO application experience.
