Responsibilities

  • Executes software planning, requirements, risk management, design, development, architecture and testing across all lifecycle phases.
  • Leads application development and sustainment, including design, development, testing, deployment, maintenance and documentation.
  • Support system management activities with test data development and system analysis & design.
  • Contribute to Software Assurance activities, including RMF, SBOMs, and third-party software use approvals.
  • Implement software assurance programs with static analysis, STIG, OWASP in development activities.
  • Develop software applications for GOTS/MOTS/COTS on unclassified and classified systems.
  • Serve as Technical POC for configuration, installation, and support software/hardware.
  • Provide development across writing, testing, execution and maintenance of source code.

Role: Development Lead / Scrum Master

Foundational Qualifications (Education, Training, or Certifications): Must fulfill at least one of the following –

  • Option A: Completion of military training course M0923W1, Data Systems Chief Course; OR
  • Option B: Active CISSP-ISSAP certification; OR
  • Option C: Experience alternative.

Years of Experience: 8+ years

Clearance Level & Investigation: Secret minimum; TS/SCI and SAP access as required by assigned systems/workspaces; CAC/NACI required.

Job Description:

  • Executes software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security, and tests using software development methodologies, architectural studies, viewpoints, styles, design decisions, and frameworks across all lifecycle phases.
  • Leads application development and sustainment, including design, development, testing, deployment, maintenance, source code/documentation delivery, technical service ticket tracking, secure application authorization, and integration with cyber/system teams.
  • Support system management activities through development of test data for software validation and through system analysis & design.
  • Support Software Assurance activities, including Risk Management to support use of third-party, public domain, free and open source software products to include SBOMs; software libraries; components; and applications for Customer approval prior to implementation.
  • Help implement software assurance programs to ensure use of industry best practices during software development activities; apply and support application requirements under RMF to include static code analysis, STIG implementation, TTPs, and OWASP implementation.
  • Provide design, development, testing, deployment, and maintenance of software applications to meet proponent requirements, including Government off-the-shelf (GOTS), modified off-the-shelf (MOTS), and commercial off‑ the‑shelf (COTS) used on both unclassified and classified systems.
  • Serve as Technical Point of Contact (POC) for configuration, installation, and support software and associated hardware.
  • Provide software, design, and enterprise/platform application development in form of writing, testing, executing, and maintaining source code; development may include research, new development, modification, reuse, re‑engineering, maintenance, or any other activities resulting in software products to meet needs of specific client/business requirements.
  • Provide modifications and maintenance to all legacy systems, as well as any new software development.
  • Create, update, and maintain local and remote environments to effectively utilize existing and shared resources to ensure availability and integrity of applications across development, staging, pre‑production, production, and training environments.
  • Perform analysis, design, implementation, sustainment, and retirement activities in compliance with existing software development standards; participate in work groups and meetings to address application development administration activities; track and document application development and administration activities through technical service tickets utilizing automated tools provided by Customer.
  • Work with security team to identify, fix, and provide information regarding vulnerability resolution & computer incidents to maintain security and application authorization.
  • Provide business application development to implement & promote Knowledge Management initiatives; ensure applications are available & operational for end users.
  • Support development & operation of backup and recovery strategies; verify storage, archiving, backup, and recovery procedures function correctly when tested; validate and optimize system performance & support development of scalable architecture & integrated feature set for COOP process.
