Overview

GovCIO is currently seeking a Development Lead to manage the team sustainment and enhancement work on a VA project. This pivotal role will help coordinate the development efforts across different departments to ensure timely and efficient feature rollouts. This position is fully remote and available to candidates within the Continental United States (CONUS).

Please note : The contract has not been awarded; this position remains unfunded and is contingent upon the award of the contract.

Responsibilities
  • Guide a team of Developers towards successful project delivery.
  • Provide leadership to teammates through coaching and mentorship.
  • Maintain high standards of excellence within the team by establishing good practices and habits.
  • Assist in the collection and documentation of user’s requirements, development of user stories, estimates and work plans.
  • Assist BA team in preparing reports, manuals, operational procedures and other documentation on the status, operation, and maintenance of the project.
  • Integrate with all necessary applications, working alongside those system development team.
  • Proactively communicate and coordinate with various internal and external project stakeholders.
  • Analyze detailed system factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
  • Participate in code reviews and Sprint Reviews to represent reviewed work for adherence to contract deliverables and program specifications.
Qualifications

Required Skills and Experience

  • Bachelor's with 8+ years (or commensurate experience)
  • Analytical and investigation skills.
  • Ability to work independently with minimal guidance and supervision.
  • Experience supervising a team of developers/engineers with proven leadership skills.
  • Experience with Agile Methodology and Scrum Processes.
  • Advanced knowledge of software development lifecycle.
  • Experience with legacy system modernization
  • Demonstrated experience in a remote work environment.
  • Must be a US citizen or authorized to work in the US.

Preferred Skills and Experience

  • Experience with VA and/or other Federal Agencies.
  • Understanding of the VA Veteran-Focused Integration Process (VIP) project management methodology.
  • Knowledge and experience working in a Scrum/Agile environment
  • Experience with Jira and Confluence
  • Experience working within the VA.gov platform, alongside OCTO

Clearance Requirement: Ability to obtain and maintain a Suitability/Public Trust clearance

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
