Job description

The work involves responsibility for assisting the Town Comptroller in various account keeping and auditing functions to maintain financial accountability and fiscal management as defined in Town Law of the Consolidated Laws of New York. The work is performed in accordance with policies and procedures established by the Town Comptroller as defined by the rules and regulations of the New York State Department of Audit and Control. Work is performed under the general supervision of the Town Comptroller who allows the incumbent some leeway in the exercise of independent judgment and initiative in carrying out the routine technical details of the work with respect to the maintenance of accounts and ledgers of monies received or disbursed, the preparation of fiscal reports and internal auditing of town offices and improvement districts. The Deputy Town Comptroller may be expected to assume the duties of the Town Comptroller in his/her absence. Supervision of subordinates is not typically a function of this classification. Does related work as required.

TYPICAL WORK ACTIVITIES
  • Assists the Town Comptroller in maintaining and auditing town accounts inclusive of charges, claims or demands against the town.
  • Assists in examining, auditing and certifying accounts and receipts of town officers and providing for the preparation or posting of lists of all such accounts, charges or claims.
  • Assists in auditing the fiscal affairs of each improvement district on an annual basis; prepares an annual audit report for the Town Board.
  • Maintains and reviews all Town appropriation accounts to avoid overdrawing of accounts.
  • Assists the Town Comptroller in the preparation and filing of an annual financial report of all monies received and dispersed as required by the New York State Department of Audit and Control.
  • Assists in the preparation of reports to the Town Board of Supervisors as needed.
FULL PERFORMANCE KNOWLEDGE SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  • Working knowledge of the principles and practices governing auditing of financial records.
  • Working knowledge of the principles, practices, theories and procedures of modern accounting and auditing.
  • Working knowledge of the procedures and policies of the Town relating to the receipt and disbursement of funds.
  • Ability to apply established accounting and auditing principles and techniques.
  • Ability to gather, assemble, consolidate and analyze facts and draw logical conclusions.
  • Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTION

One (1) year of permanent competitive class status in the title of Account Clerk 1.

OPEN COMPETITIVE
  • A) Completion of nine (9) semester credit hours in accounting, auditing, business, economics or a very closely related field, from a regionally accredited college, university or business school, or one accredited by the New York State Board of Regents to grant degrees; or,
  • B) One (1) year of work experience, or its part time equivalent, in bookkeeping, accounting, auditing, or account keeping; or,
  • An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
