The OSFM is recruiting for one (1) Deputy State Fire Marshal (DSFM) position. This position is based in Eastern Oregon – District 21 (Union, Wallowa, and Baker counties).
Union, Wallowa, and Baker counties are located in Northeastern and Southeastern Oregon. Union County, with La Grande as its seat, features the Grande Ronde Valley and Blue Mountains. Wallowa County, home to the stunning Wallowa Mountains and Eagle Cap Wilderness, is known for outdoor recreation and its scenic towns like Enterprise and Joseph. Baker County, centered around Baker City, boasts a rich mining history and access to Hells Canyon and the Elkhorn Mountains. Together, these counties offer a mix of natural beauty, outdoor activities, and historical charm.

As the DSFM for Eastern Oregon – District 21 (Union, Wallowa, and Baker counties) you will:
Oversee, coordinate, and lead/assist with fire investigations to determine origin and cause.
Lead or participate in multi-agency fire investigation teams or task forces on larger incidents, to expand capacity to assist with origin and cause of fires if needed.
Enforce state adopted and nationally recognized fire and life safety laws, fire codes, standards, regulations and state OAR’s and ORS’s.
Lead and/or assist with the instruction of State Fire Marshal courses to fire service partners on fire inspections, fire origin and cause investigations, fire plans review, and related certifications.
Represent the State Fire Marshal at meetings such as the local county Fire Defense Board, Oregon Fire Marshals’ Association, International Association of Arson Investigators, and other professional groups.
Form positive partnerships with building officials, fire departments/districts, other government agencies, private individuals and businesses.
Review local fire and life safety code compliance program operations with local fire officials to assess community needs and adherence to fire prevention service and protection standards.
May be asked to participate on OSFM and statewide task force(s), local committees, and advisory groups formed by other agencies and organizations related to fire investigation, inspection, and enforcement activities.
May be utilized during all-hazards emergencies to provide assistance in a variety of ways. That assistance may be directly aiding the emergency effort in the field or in the Agency Operations Center (AOC).
The goal of this recruitment is to fill this position at the Deputy State Fire Marshal level. However, we strongly encourage candidates who meet the minimum qualifications for the Deputy State Fire Marshal/Entry classification to apply, as the agency may consider underfilling the position. The successful candidate must be able to meet the minimum qualifications of a Deputy State Fire Marshal within 24 months of hire.
Salary Range:
Deputy State Fire Marshal salary range is $8,143-$10,299 (AF-31T-AA)
Deputy State Fire Marshal/Entry salary range is $4,620-$7,064 (AF-24-AA)
Position Details
This is a full-time, permanent position and is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
This position will work remotely in its assigned region.
This position is eligible for Police & Firefighter (P&F) Public Employees Retirement System (PERS).
The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Deputy State Fire Marshal Minimum Qualifications:
Five years of full-time fire service experience. This must include two years of full-time code enforcement and one year of fire cause investigation.
An Associate's degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience but will not substitute for the three years of code enforcement and fire cause investigation experience.
A Bachelor's degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.
To comply with OAR 837-039-0011, you must have:
An ICC Fire Inspector II Certification or ability to obtain certification within six months from date of employment.
An ICC Fire Plans Examiner Certification
Deputy State Fire Marshal/Entry Minimum Qualifications:
Three years of full-time fire service experience. This must include one year of full-time code enforcement and fire cause investigation.
An Associate's degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience but will not substitute for the one year of code enforcement and fire cause investigation experience.
A Bachelor's degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience but will not substitute for the one year of code enforcement and fire cause investigation experience.
Credit for part-time or volunteer fire service experience will be prorated based on a 40-hour workweek.
To comply with OAR 837-039-0110, you must have:
An ICC Fire Inspector II Certification or ability to obtain certification within six months from date of employment.
An ICC Fire Plans Examiner Certification or ability to obtain certification within six months from date of employment.

For both classifications, successful candidates must possess or be able to obtain the following certifications within six (6) months of employment:
International Code Council (ICC) Fire Inspector 1 certification

DPSST NFPA Fire Investigator Certification or equivalent
DPSST NFPA Fire Inspector 1 Certification or equivalent

DPSST NFPA Fire Instructor 1 Certification or equivalent
Oregon State Fire Marshal Competency Recognition certificate
Special Qualifications :
Requires a valid drivers’ license with an acceptable driving record.
The expectation for this position is that employee will be able to maintain a 45-minute or less response time to the border of their district.
Desired Attributes:
Proven ability to independently determine the needs of the assigned work area and determine a work schedule to address those needs.
Demonstrated ability to independently interpret and apply fire codes and fire laws to local jurisdictions and the community.
Illustrated experience and ability to independently evaluate and analyze fire cause and origin determinations and ensure the integrity and legal significance of fire evidence.

Demonstrate the ability to analyze fire and life safety issues as it pertains to new concepts and legislative bills.
Exhibit ability to successfully operate in both high stress and high responsibility environments.
