CobbFendley is seeking an experienced Utility Coordination Deputy Project Manager in our Frisco office.

Requirements

EXPERIENCE + KNOWLEDGE SKILLS ABILITY (KSA)

Emerging Basic understanding and minimal practical experience; requires guidance and supervision. 4+ years of professional experience within a discipline, including 1 year under the tutelage of a Project Manager I+.

  • Knowledge of project management methodologies and lifecycle, industry standards, city, state, and federal rules and regulations, tools and software (e.g., Microsoft suite, Vantagepoint, Smartsheet, etc.), and quality management required.
  • Skills including leadership, communication, time, risk, quality and financial management, negotiation, and problem‑solving required.
  • Ability to think strategically, adapt to competing priorities, execute and delegate, communicate and collaborate, and perform tasks with a high level of accuracy required.
Complexity + Decision‑Making Authority
  1. Responsible for the success of certain tasks in part of a moderate project. *Must be listed as a Task Manager in Vantagepoint and may not be responsible for direct invoicing and billing to clients.
  2. Independently performs most assignments with oversight and instruction from supervisor and project managers.
Responsibilities
Financial Management
  • Develop a working knowledge of weekly budget report in Vantagepoint.
  • Assist in the preparation of scope of work (SOW) and levels of effort (LOE) for proposals for authorizations.
  • Assist in the preparation of invoices and advise project managers of outstanding payments, including coordination with accounting.
Corporate Compliance + Risk Assessment
  • Assist and familiar with the contract and subcontract review process through the Contracts Department and appropriate filing and adhere to jurisdictional requirements and company‑established signature matrix protocol.
  • Follow company‑established QA/QC process and project safety plans.
Communication + Collaboration
  • Communicate and collaborate within the department, other disciplines and regions, and corporate resources.
  • Ensure meeting minutes are logged and sent to respective parties.
  • Assist with marketing requests including but not limited to requests for qualifications (RFQ), proposals, resumes, etc.
Client + Internal Satisfaction
  • Adhere to project schedules set by the client.
  • Attend meetings with supervisors and complete requests as assigned.
  • Be responsive and accessible and assist with addressing problems and concerns timely.
People Development
  • Provide feedback on staff performance to management periodically including for annual evaluation.
  • Assist with recruiting project team members.
  • May give direction to support staff assigned to project(s) by supervisor and project manager(s).
Technical
  • Identify existing utilities, establish contact with the utility companies, and attend utility coordination meetings.
  • Prepare Utility Agreement Assembly packages, including reviewing plans and estimates to evaluate compliance with guidelines, rules, and regulations, determining eligibility and betterment ratios, and preparing documents required by 23 CFR Section 645.
  • Attend meetings with individual utility companies and on‑site field visits.
  • Prepares utility relocation schedule and tracks project deliverables. Request for as‑builts from utility owners.
  • Set up and maintain electronic files for received utility records.
  • Assist in interpreting various Subsurface Utility Engineering quality level data in order to analyze utility conflicts and develop concept plan.
  • Assist in setting up and maintaining project electronic files, developing/maintaining project schedules, and maintaining client exhibits (KMZ & GIS) which define project scope of work.
  • Assist in coordinating field investigation requests.
  • Assist in reviewing design drawings, permit drawings, GIS geodatabase deliverables (QA/QC).
  • Assist in updating internal and client project trackers.
  • Assist in responding to design questions from CAD Technicians.
  • Prepare utility progress reports. Prepare utility relocation schedule and tracks project deliverables.
  • Work with major utility companies, various pipeline companies, as well as state agencies and municipalities.
  • Prepare contracts, fee proposals, and scopes of work.
  • Prepare and submit monthly invoices and follow up with clients on outstanding invoices.
Physical/Cognitive Requirements + Environmental Factors

Most work is performed in a professional office environment. Some trips to client offices and outdoor environments for observations will be required.

  • Seated and Standing Position. Extended periods of sitting and standing in an upright position at a workstation.
  • Mobility. Movement within the office and job sites, including navigating between floors, workstations, and outdoor environments with potential for uneven surfaces.
  • Neck Movement. Forward flexion, extension, or lateral rotation of the head and neck while using multiple computer screens.
  • Repetitive Motion. Repetitive finger movements for operating a computer mouse and typing on a keyboard.
  • Arm Movement. Extending hands and arms in various directions, such as overhead, below the waist, forward, or laterally.
  • Object Handling. Raising or lowering objects from one level to another and transporting objects by holding them in the hands, arms, or over the shoulder.
  • Cognitive Requirements. Selective attention, oral comprehension, oral expression, speech recognition, speech clarity, written comprehension, written expression, problem sensitivity, deductive reasoning, inductive reasoning, number facility, information ordering, category flexibility, flexibility of closure, fluency of ideas, and originality.
  • Office Conditions. Includes extensive use of electronic devices such as computers, printers, copiers, scanners, plotters, and telephones. Additionally, tasks may involve the use of cutting tools and equipment like rotary paper cutters and plotting devices.
  • Outdoor Conditions. Includes walking and climbing on uneven surfaces, confined spaces, and exposure to extreme weather conditions (heat and freezing temperatures). Potential exposure to high noise levels and various allergens, including poison ivy, sumac, dust, pollen, and cedar. Potential exposure to wildlife hazards such as animals, insects, and plants.
  • Safety and Equipment Use. Regular use of personal protective equipment (PPE) is required, along with use of hand and power tools.
  • Driving and Vehicle Use. May involve driving large pick‑up trucks with attached trailers, potentially operating watercraft, and for extended periods of time.
Expected Work Hours
  • This is a full‑time position, generally 40 hours per week, however, hours may fluctuate depending on department needs including the use of overtime.
  • CobbFendley’s standard operating hours are Monday through Friday, 7:30 AM to 4:30 PM CST. Generally, employees receive a 1‑hour unpaid lunch break free of duty. Please note, operating hours and lunch hours may differ based on project workload, primarily for field staff.
Work Location Flexibility
  • This position is eligible for a hybrid schedule once the training period is complete as established by the department.
