Job summary

GovCIO is seeking a Deputy Program Manager to lead a large, geographically dispersed team on ICE-related program management, data, and reporting tasks. This fully remote role supports DHS ICE priorities and involves guiding processes, data analytics, and strategic planning.

The position requires 12+ years in dynamic customer delivery, a Bachelor’s degree or equivalent, and direct experience in law enforcement environments. Citizenship/DHS clearance ability is expected.

Qualifications

• Bachelor’s degree or commensurate experience.
• 12+ years in dynamic customer delivery environments (2 years can be waived for master's).
• Direct experience in a law enforcement environment and with ICE data/processes.

Responsibilities

• Assist in establishing processes to streamline reporting and data needs across all ICE Areas of Responsibility (AORs).
• Provide guidance to delivery team personnel executing daily/weekly requirements and ad-hoc tasks.
• Lead customer engagement to discuss needs, issues, and challenges faced by the clients and pathways to resolution.
• Lead cross-discipline teams to ensure adherence to project requirements, deadlines, and schedules.
• Review project deliverables to ensure compliance and quality standards.
• Develop and disseminate information among business and technical customers to support the program.
• Establish effective project communication plans and ensure their execution.
• Analyze changes in requirements and propose timely solutions.
• Translate complex issues into a clear narrative and synthesize information for stakeholders.
• Prepare meeting agendas and create concise visualizations using PowerPoint.

Overview

GovCIO is currently hiring for a Deputy Program Manager to lead a large, geographically dispersed team in program management, data, and reporting activities at the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This support will focus on advising team members and government stakeholders into the best processes and methodologies to execution on government taskings, data analytics, case management, strategic planning and varied other programmatic needs. This position will be a fully remote position.

Responsibilities

• Assist in the establishment of processes and practices to streamline reporting and data needs across all ICE Areas of Responsibility (AORs)
• Provide thought leadership on paths for innovation and automation for project team deliverables as well as field communication with HQ
• Provide guidance to individual delivery team personnel executing on both daily/weekly requirements as well as ad-hoc quick turnaround tasks
• Lead customer engagement to discuss needs, issues, and challenges faced by the clients and pathways to resolution
• Lead support to cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.
• Review project deliverables, including artifacts to ensure adherence to team compliance and quality standards.
• Develop, gather and disseminate information and documentation among both business and technical customers in support of the overall program.
• Establish effective project communication plans and ensure their execution.
• Work with all team members to analyze changes in requirements and recommend the most expedient solutions in a timely manner.
• Leverage advanced writing skills to translate complicated issues from multiple information sources into a clear point of view to create a compelling, concise, and well‑written narrative.
• Leverage excellent presentation development skills to prepare meeting agendas and synthesize complex information into succinct visualizations using tools such as PowerPoint.

Qualifications

Required Skills and Experience:

• Bachelor’s Degree (or commensurate experience)
• 12+ years of experience work in dynamic customer delivery environments (2 years of experience may be removed for a masters degree)
• Direct experience in a Law enforcement specific environment
• Experience working with ICE specific data and processes

Preferred Skills and Experience:

• Direct experience management a program team of more than 20 personnel in multiple on‑site work locations
• Excellent written and oral communication skills.
• Strong understanding in project management and data analysis.
• Strong analytical, problem‑solving, and organizational abilities.
• Ability to lead in an extremely fast‑paced environment.
• Ability to foster collaborative relationships with other team and external stakeholders.
• Be flexible to change direction on a moment’s notice while also tracking/executing tasks in progress.
• Ability to think “outside of the box” while communicating or dealing with a variety of situations.
• Possess clear understanding of the activities, roles, and responsibilities on large scale IT projects.

Clearance Required:

• Ability to attain and maintain DHS clearance (US citizenship required)

Posted Salary Range

USD $170,000.00 - USD $180,000.00 /Yr.
