Job summary

Paragon Technology Group is seeking an experienced Deputy Program Manager to support the leadership and execution of a Department of State cybersecurity services program in Washington, DC.

The Deputy PM will serve as the secondary contractor point of contact for contractual, administrative, and performance matters and will work with the Program Manager to oversee staffing, schedules, deliverables, and coordination with Government stakeholders.

Qualifications

  • Minimum 8 years of relevant professional experience in program management.
  • Project Management Professional (PMP) certification or equivalent credential.
  • Experience managing or supporting complex federal government programs, preferably cybersecurity or IT.
  • Ability to interface with government customers, CORs, and senior stakeholders.

Responsibilities

  • Serve as the secondary point of contact for contractual, administrative, and performance matters.
  • Support overall program leadership, staffing oversight, scheduling, and coordination to ensure contract requirements and deliverables.
  • Interface with Government stakeholders to address issues, coordinate activities, and report status.
  • Act as the Program Manager's deputy and perform PM responsibilities when needed.
  • Assist in directing cybersecurity activities involving RMF, A&A, FISMA compliance, and continuous monitoring.
  • Monitor staffing levels, assignments, and workload to ensure coverage and performance.
  • Track contract activities, milestones, risks, issues, and performance metrics.
  • Coordinate with technical leads, ISSOs, and Government representatives.
  • Support program reporting and development of management briefings and risk registers.
  • Contribute to Program Management Plan, staffing approach, and risk-management processes.
  • Coordinate with leads to ensure cybersecurity work is properly planned and resourced.

Deputy Program Manager

Paragon Technology Group is seeking an experienced Deputy Program Manager to support the leadership and execution of a Department of State cybersecurity services program supporting the Bureau of Diplomatic Technology, Enterprise Applications, Consular Systems and Technology organization.

The Deputy Program Manager will serve as the secondary contractor point of contact for contractual, administrative, and performance matters and will work closely with the Program Manager to oversee staffing, resources, schedules, deliverables, technical coordination, and day-to-day contract performance.

The position requires demonstrated experience managing federal IT or cybersecurity programs and the ability to assume program leadership responsibilities when required.

Key Responsibilities

The Deputy Program Manager will:

  • Serve as the secondary point of contact for contractual, administrative, and performance matters.
  • Support overall program leadership, resource planning, staffing oversight, scheduling, and coordination to ensure contract requirements and deliverables are successfully executed.
  • Interface with the CO, COR, GTM, and other Government stakeholders to address issues, coordinate activities, and report program status.
  • Serve as the Program Manager's principal deputy and perform Program Manager responsibilities when the Program Manager is unavailable.
  • Assist in directing and coordinating cybersecurity activities involving RMF, Assessment and Authorization, FISMA compliance, continuous monitoring, vulnerability management, governance, and cybersecurity risk management.
  • Monitor staffing levels, personnel availability, assignments, schedules, and workload to ensure adequate coverage and uninterrupted performance.
  • Track contract activities, deliverables, milestones, risks, issues, action items, and performance metrics.
  • Coordinate activities across technical leads, ISSOs, system stakeholders, operations personnel, cybersecurity organizations, and Government representatives.
  • Support program reporting and development of management briefings, status reports, staffing reports, schedules, risk registers, and other management products.
  • Assist with development and maintenance of the Program Management Plan, staffing approach, communications structure, performance measurements, and risk-management processes.
  • Coordinate with functional and technical leads to ensure cybersecurity work is properly planned, scheduled, resourced, and executed.
  • Assist in identifying performance issues and implementing corrective actions before they affect program deliverables or customer requirements.
  • Review management and technical deliverables for completeness, accuracy, timeliness, and compliance with contract requirements.

Required Qualifications

  • Minimum 8 years of relevant professional experience.
  • Project Management Professional (PMP) certification or equivalent project/program management credential.
  • Demonstrated experience supporting or managing complex federal government programs, preferably involving cybersecurity, information technology, or information assurance.
  • Experience coordinating technical personnel, schedules, deliverables, staffing, risks, and program resources.
  • Experience interacting with Government customers, CORs, Program Managers, technical leads, and senior stakeholders.
  • Ability to manage multiple priorities and assume broader program management responsibilities when required.
  • Strong communication, organizational, analytical, problem-solving, and leadership skills.

Preferred Qualifications

  • Department of State or similar federal civilian-agency experience.
  • Experience supporting programs involving:
    • NIST Risk Management Framework;
    • FISMA;
    • NIST SP 800-37 and NIST SP 800-53;
    • Assessment and Authorization;
    • Authority to Operate;
    • cybersecurity compliance;
    • vulnerability management and continuous monitoring.
  • Experience with program transition, staffing management, risk management, and federal contract deliverables.
  • Experience supporting Firm-Fixed-Price federal contracts.

Security and Citizenship Requirements

  • Must be a U.S. citizen.
  • Must possess a final Secret security clearance at the start of performance.

Work Location

The position is primarily contractor-site based; however, because the Deputy Project Manager is designated Key Personnel, the individual must reside within a reasonable commuting distance of State Annex 17, 600 19th Street NW, Washington, D.C., and must be available for onsite meetings, mission-critical activities, and other Government-directed support as required.
