Job summary

Leidos seeks an experienced Program Manager to support a high-visibility Intelligence Community customer in the Virginia/Maryland area. The Deputy PM will oversee a cost-plus award-fee contract and deliverables, coordinating with the PM, government stakeholders, and cross-functional teams.

Strong background in program management within the Intelligence Community is essential, with TS/SCI with polygraph required for this role. PMP certification and a Master’s degree are desirable.

Leidos is seeking an experienced Program Manager (PM) to support a high-visibility Intelligence Community customer within a challenging, dynamic, and mission-focused environment in the Virginia and Maryland area. The successful candidate will serve as the Deputy PM responsible for a Cost-Plus Award Fee contract, completion/deliverables based. This position requires extensive previous experience as a Program Manager experience in the Intelligence Community.

The D/PM will collaborate with the PM, government stakeholders, program leadership, financial professionals, and cross-functional teams to support mission success.

Primary Responsibilities

Leadership & Program Management

• Responsible for effectively and efficiently planning, organizing, directing and controlling the administrative and technical requirement of the program that impact Leidos’ ability to meet the Government’s requirements.
• Support the allocation and management of program resources, including staffing, facilities, budgets, recruitment and training (direct and indirect) on the contract.
• Review and approve Estimate to Complete, Contract Data Requirements (CDR) and other financial reports based on contractual requirements.
• Review risk and risk mitigation activities and report status to the Contracting Officer’s Technical Representative (COTR).
• Prepare program status reviews and other formal reviews to be presented to the Government COTR. Communicate issues and solutions to the Government COTR.
• Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor’s contracts staff.
• Review all financial and technical reports before release to the Government.
• Ensure cross-discipline integration within the contract to meet Government needs.
• Review and approve financial performance, Basis of Estimates (BOEs), Engineering Change Proposals (ECPs), Estimates to Complete (ETC), funds and labor reporting, and review/approval of all required financial deliverables.
• Support Program Management Reviews (PMRs) to the customer.

Basic Qualifications

• Active TS/SCI with Polygraph required.
• BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Experience working within or directly supporting the Intelligence Community.
• Minimum 10 years’ experience in program/project management with programs of similar scope and size and/or complexity to include subcontract management experience.
• Demonstrated experience supporting the Office of the Director of National Intelligence (ODNI/DNI).
• Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• Strong verbal and written communication skills with experience presenting to senior government and contractor leadership.
• Proven ability to build relationships and collaborate effectively with customers, subcontractors, and cross-functional teams.
• Familiarity with a completion based/deliverables-based contract
• Relevant experience working with Intelligence Community organizations.
• Project Management certification (i.e. PMP) desired.
• Master’s degree desired

Pay Range

Pay Range $154,050.00 - $278,475.00
