Job summary

Town of Hamden is seeking a Fire Marshal Deputy to assist in planning, coordinating, and conducting comprehensive fire inspections in accordance with the Connecticut Fire Safety Code and town regulations.

You will perform fire investigations, promote public education, and assist in site plan reviews, with responsibility during the Fire Marshal’s absence for issuing essential permits and licenses. Experience and credentials are required for this public safety leadership role.

Qualifications

• Five (5) years of continuous active service with a career fire department.
• Rank of Fire Lieutenant or Fire Inspector or above.
• Associates Degree in Fire Engineering, Fire Science or a related field preferred.

Responsibilities

• Assist the Fire Marshal in planning, coordinating, and conducting a comprehensive inspection program for compliance with the Connecticut Fire Safety Code and Town ordinances.
• Perform fire investigations and promote public fire education programs.
• Provide technical assistance to the volunteer fire department and participate in site plan reviews.
• Assist in formulating and implementing ongoing fire inspection programs within the Town of Hamden; inspect public service buildings and facilities for code compliance.
• In the Fire Marshal's absence, issue permits, licenses and other documents requiring approval of the local fire inspection authority.
• Supervise Fire Inspectors and Firefighters assigned to the Marshal’s office.
• Maintain knowledge of modern fire investigative techniques and fire safety practices.

Job description

Assists the Fire Marshal in planning, coordinating and conducting a comprehensive inspection program for compliance with the Connecticut Fire Safety Code and Town ordinances and regulations. Performs fire investigations and promotes public fire education programs. Provides technical assistance to the volunteer fire department and participates in site plan reviews. Assumes responsibility for the office in the temporary absence of the Fire Marshal.Assists in the formulation and implementation of a program of on-going fire inspections within the Town of Hamden and coordinates same with the Training and Fire Suppression divisions; with the Training Division assists in the formulation and implementation of an on-going program within the Town of Hamden; inspects all buildings and facilities of public service and all codes; reports any infractions of state and local fire codes immediately to the Fire Marshal and takes whatever appropriate action is authorized as required; assists in investigating fires to determine origin and loss; assists in inspecting holders of dynamite permits and licenses; assists in performing inspections of convalescent homes and nursery schools; in the absence of the Fire Marshal, shall be authorized to issue those permits, licenses, and other such documents which require the approval of the local fire inspection authority; performs related duties as required or delegated by the Fire Marshal, Fire Chief or Deputy Fire Chief. The Deputy Fire Marshal assists the Fire Marshal in the supervision of Fire Inspectors and Firefighters assigned to the Marshal’s office. Considerable knowledge of modern fire investigative techniques; considerable knowledge of state and or local fire safety codes; knowledge of modern fire safety prevention and protection practices; knowledge of safety practices in public buildings and place of public assembly; ability to read and interpret regulations and procedures; ability to establish and maintain effective working relationships with fire department officers and personnel, outside agencies and general public is essential. Successful candidates must have completed five (5) years of continuous active service with a career fire department and have attained the rank of Fire Lieutenant or Fire Inspector or above. An Associates Degree in Fire Engineering, Fire Science or a related field of study is preferred.

License or Certificates

Candidates must have and maintain a valid Connecticut motor vehicle operator's license.

Environmental/Special Conditions

Employees in this classification are required to perform heavy manual labor under conditions of extreme personal hazard and under conditions of extreme discomfort due to heat, smoke, cold, etc.; the individual appointed to this position must hold certification as a Fire Marshal by the State of Connecticut or within a prescribed period of time after entering this classification, the employee shall complete the required training and instruction, leading to certification as a Fire Marshal by the State of Connecticut and shall be so certified. Failure to receive or maintain such certification will result in removal from this position.

Examination Process

Promotional examinations will be administered pursuant to the Rules and Regulations of the Civil Service Commission. Seniority credits will be added in accordance with Rule 7 of the Civil Service Rules and Regulations.
