Job summary

Massachusetts Water Resources Authority (MWRA) in Chelsea, MA is seeking a Senior Program Manager to oversee engineering, design, and construction within the Tunnel Program and related capital projects for water and wastewater facilities.

You will lead a multidisciplinary team, manage schedules and budgets, coordinate with consultants, and ensure compliance with MWRA policies, environmental standards, and customer service goals.

Qualifications

• Bachelor's degree in civil, environmental, or geotechnical engineering is required; advanced degree preferred.
• 11+ years in environmental/engineering design, project management and/or construction in large water systems; 5+ years in a managerial role.
• Massachusetts PE license preferred and PMP certification preferred.

Responsibilities

• Lead design manager for tunnel systems design within the Tunnel Program, overseeing schedules and budgets.
• Participate in consultant selection, contract negotiations, and development of scope, estimates, and schedules.
• Supervise multi-disciplinary design work on large, complex projects ensuring quality and compliance.
• Oversee consultants' work, reviews of final designs, reports, and contract documents.
• Prepare engineering analyses, documents, and project reports; manage permits and regulatory requirements.
• Direct program cost estimates and update construction budgets and schedules.
• Monitor KPIs and implement corrective actions to meet budgets and timelines.
