NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The External Affairs Office is responsible for all internal and external agency communications. This includes the press office, social media, the agency editor/speechwriter, correspondence, public outreach, and constituent services.
DOF is seeking an experienced professional to serve as the Deputy Director of Outreach within the division of External Affairs. The selected candidate will be responsible for building and maintaining partnerships with existing and new CBOs for the purpose of increasing the number of participants in our Senior & Disabled Property Tax Exemptions and Rent Freeze Assistance Programs. The selected candidate will work in a public facing capacity in all five NYC boroughs and in the agency’s office locations.
The responsibilities of this position include, but are not limited to:
- Establish and maintain relationships with elected officials, community leaders, and community-based organizations.
- Manage in-person, email, fax and telephone communications with internal and external stakeholders of the programs.
- Implement and monitor the effectiveness of strategies that build positive relationships to promote DOF’s Senior and Disabled Property Tax Exemptions and Rent Freeze Assistance programs.
- Lead or participate in various presentations, events, and special projects.
- Collect, review, research, verify the completeness of applications received using legal criteria, standard policies, and procedures.
- Assist in developing marketing strategies and all outreach materials.
- Provide instruction and training to interested constituents on necessary documentation needed to successfully receive senior and disabled property tax exemption programs.
- Assist supervisor with calendaring and scheduling events.
- Special projects assigned by supervisor.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.

Minimum Qualifications
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Proven experience as a program/event coordinator. -Experience in reviewing documents to determine eligibility. -The ability to read, write and speak a second language is a plus. -Show a high-level of responsibility around quality, detail, and accuracy. -Demonstrate ability to work independently and ability to multi-task. -Show commitment to training and cross-training demonstrate ability to grasp changes in workflow or in application processing. -Ability to work productively under pressure to meet productivity goals. -Excellent written, public speaking and interpersonal skills. -Proficient computer and technical skills including but not limited to Word, Excel, and Outlook.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
