Job summary

The Town of Vienna seeks a Deputy Director of Information Technology to provide strategic and hands-on leadership for municipal IT, security, and enterprise services. Qualifications

• Bachelor's Degree in a relevant field is required.
• Three years of IT project management, supervisory or managerial experience.
• Preferred certifications include CISM or CISSP and familiarity with NIST CSF, NIST 800-53, CIS Controls, ITIL, or similar frameworks.

Responsibilities

• Recommends hiring and terminations; supervises and evaluates staff performance.
• Plans, installs, and maintains all departmental IT equipment; manages Windows servers, virtual hosts; data transfers; vendor contracts.

Deputy Director of Information Technology

Technology is at the center of how a modern municipality serves its community—and the Town of Vienna’s Deputy Director of Information Technology plays a key role in keeping that technology secure, reliable, and responsive. This position provides technical and administrative leadership for the Town’s information systems, infrastructure, communications, cybersecurity platforms, and enterprise technology services, including systems supporting public safety operations.

The Deputy Director combines strategic thinking with hands‑on technical leadership, overseeing staff, technology projects, vendors, systems, and day-to-day operations while planning for the Town’s future technology needs. Working closely with the IT Director, Town leadership, departments, and regional partners, this position helps ensure that the Town’s technology environment remains secure, connected, and capable of supporting essential municipal services.

Work Schedule:

Monday through Friday 8:00 AM - 4:30 PM

Occasional Night Meetings

Essential Functions:

• Recommends hiring and terminations; supervises and evaluates staff performance.
• Plans, installs, and maintains all departmental communications and information technology equipment; manages windows servers, virtual hosts; installs, configures, reviews, and transfers data to new servers, peripherals, applications; installs and maintains hardware/software services contracts with vendors; manages data connectivity for mobile units and regional information sharing.
• Oversees, plans, installs, supervises, distributes, and manages the Town’s Microsoft Windows servers, Office 365 Cloud management, Cisco CUCM, and security platforms (includes but not limited to EDR, VPN, spam gateway, etc).
• Manage and maintain the Town’s CRM website, SaaS ERP portals, and Resident 311 portal.
• Establishes departmental standards and procedures aligned with national security requirements and ITIL frameworks.
• Demonstrates comprehensive understanding of system architecture, network topology, and security frameworks, including how core systems interact, integrate, and scale.
• Maintains GIS data necessary for the efficient daily operations of departmental and state/local communication and IT systems.
• Supervises staff and responds to service and support requests; supervises technical operations of the Town’s communications network; recommends solutions and alternatives to technical problems arising from evaluating contractor provided solutions.
• Assists in development of the departmental operating and capital budgets; makes recommendations concerning budget issues; supervises technical and other site‑related work performed under contract; maintains professional control of projects until completion.
• Analyzes, researches, and recommends purchases for servers, personal computers, printers, network devices, and other materials that support the Town’s departmental computer systems suitable for their current and future needs; manages special projects.
• Keeps up-to-date with industry standards for network information and applies best practices.
• Leads IT-related projects, orchestrating resources and teams to achieve successful completion.
• Establishes and maintains working relationships with Town officials, public officials, associates, contractors, and other regional jurisdictional technical management personnel; coordinates and supervises technical projects and activities with other regional jurisdictions.
• Acts as Director in his or her absence; performs emergency response responsibilities as required.

Additional Duties:

• Supervises and coordinates consulting support staff and interns performing diverse technical work; supervises and manages Town provided electronic mail services.
• Oversees meetings and court's room setup and ensures the Audio/Visual equipment are fully functional before the meeting or court; participates in the after hour rotation schedule to support the council meetings or work sessions.
• Prepares documentation for various systems trainings and report reviews; receives and reviews grant funding requests, prepares written incident reports, automated reports, and contractor status reports; prepares and processes a variety of other reports and documentation as required.
• Manages the Town’s Dialogic Communications Corporation and Emergency Telephone Notification Systems; provides after hours support as needed 24/7.
• Performs related work as assigned.
