Deputy Director of Human Resources, Social Impact, Arlington, VA

Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. SI services include monitoring and evaluation, strategic planning, project and program design, organizational capacity building, and gender and social analysis across sectors such as democracy and governance, health and education, the environment, and economic growth. Our clients include US government agencies like USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

Position Description:

SI seeks an experienced Deputy Director of Human Resources to develop and implement best practices in HR management, including employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, employee relations, and retention. This role applies to US-based staff and expatriates overseas. The Deputy Director manages the HR Assistant and reports to the Director of Human Resources. The Deputy will serve as acting Director in the absence of the Director.

Responsibilities:

  1. Employment Processing: Directs employee separation and exit processes; maintains personnel and benefits records; ensures accuracy, completeness, and security of files; maintains organization charts, employee directory, and HR information system.
  2. Performance Management: Leads performance review processes; provides training and consultation; ensures policy compliance.
  3. Health and Welfare Benefits: Implements and administers employee benefit programs; acts as main contact for providers; benchmarks best practices to position SI as an employer of choice.
  4. Employee Relations: Advises and coaches employees; assists managers with employee relations issues.
  5. Strategy: Develops department goals; tracks key metrics; reports trends to senior management.
  6. Policies and Procedures: Guides employees on policies; ensures compliance; recommends improvements.
  7. Compliance: Maintains compliance with employment laws; manages EEO, Veteran, and Equal Pay reporting; supports affirmative action programs.
  8. Other duties as assigned.

Qualifications include a Master’s degree and at least 5 years of relevant HR experience, supervisory experience, and HR certification (PHR or SPHR) is a plus. Experience with USAID contracts and knowledge of Department of State regulations are desirable. Candidates should be highly detail-oriented, possess strong leadership and communication skills, and demonstrate integrity and confidentiality. Ability to multi-task, prioritize, and meet deadlines is essential.
