Deputy Director of Human Resources, Social Impact, Arlington, VA

Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. Our services include monitoring and evaluation, strategic planning, project and program design, organizational capacity building, and gender and social analysis across sectors such as democracy and governance, health and education, environment, and economic growth. Our clients include US government agencies like USAID, the Millennium Challenge Corporation, the US Department of State, along with bilateral donors, multilateral development banks, foundations, and non-profits.

Position Description:

SI seeks an experienced Deputy Director of Human Resources to develop and implement best practices in HR management, covering employment processing, compensation, benefits, training, records management, safety, employee relations, and compliance. This role applies to US-based and overseas expatriate staff. The Deputy manages the HR Assistant and reports to the Director of Human Resources. The Deputy will serve as acting Director in their absence.

Responsibilities:

  1. Employment Processing: Direct employee separation and exit procedures; maintain personnel and benefits records ensuring accuracy and security; manage organization charts, employee directory, and HR information system.
  2. Performance Management: Lead performance review processes; provide training and consultation; ensure policy compliance.
  3. Health and Welfare Benefits: Administer benefits programs; liaise with providers; benchmark industry practices to enhance employer attractiveness.
  4. Employee Relations: Advise and coach staff; assist managers with personnel issues.
  5. Strategy: Develop departmental goals; track metrics; report trends to senior management.
  6. Policies and Compliance: Guide on policies; ensure legal compliance; oversee EEO, veteran, and pay equity reporting; support affirmative action initiatives.

Qualifications include a Master’s degree and at least 5 years of HR experience, supervisory skills, and HR certification (preferred). Experience with USAID contracts and Department of State regulations is desirable. Candidates should demonstrate high attention to detail, leadership, confidentiality, and the ability to multitask and meet deadlines.
