The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. This position offers a salary range of $89,913 - $131,467, with potential for advancement up to $145,151 over time based on longevity and increased responsibilities. Initial salary offers are determined by qualifications, experience, equity, and available budget, and will not exceed $131,467.

Main Purpose of Job
The Human Resources Division at Maryland’s Office of the Attorney General is accepting applications for a Deputy Director of Human Resources. The HR team is comprised of 8 dedicated professionals dedicated to advancing the mission and values of the OAG. We are responsible for fostering a high-performing, inclusive, and innovative workplace through services that span the entirety of an employee’s tenure. The Deputy Director of Human Resources serves as a key strategic partner to the HR Director, assisting with the oversight, leadership, and guidance to the three core HR units: Employee Relations, Talent Acquisition, and HR Operations. In conjunction with the HR Director, the incumbent will continue to push the innovation and development of the division’s policies, procedures, and initiatives that align with the OAG’s goals of fostering a culture of excellence, accountability, and continuous improvement within the HR division.
POSITION DUTIES
- Strategic HR Leadership 40%
- Assist the HR Director in developing & executing the overall HR strategy for the agency.
- Represent the HR Division in meetings with Executive leadership, Chiefs, Principal Counsel, managers and external stakeholders.
- Assists in the decision-making, policy development, and process improvement.
- Support the HR Director with the supervision of the Employee Relations, Talent Acquisition, and HR Operations teams.
- HR Operations & Strategy 20%
- In collaboration with the HR Director, maintain the administration of HR operations processes, including onboarding, benefits administration, and HRIS management.
- Establish and enforce policies and procedures that align with best practices and organizational needs.
- Employee Relations 20%
- Provide guidance on complex employee relations matters, including investigations, disciplinary actions, and conflict resolution.
- Ensures that employment recommendations and actions are in alignment with applicable policies, regulations, and laws.
- Talent Acquisition 20%
- Provide direction to the TA Manager regarding OAG’s talent acquisition strategies to attract top legal and professional talent.
- Ensure equitable and inclusive hiring practices in alignment with the OAG’s values.
Minimum Qualifications
Education: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field.
Experience: A t least seven (7) years of progressively responsible HR experience, including at least three (3) years in a supervisory or strategic leadership role.
Demonstrated experience managing or advising on employee relations, recruitment, and/or HR operations.
Excellent communication, conflict resolution, and strategic thinking skills. In addition to communicating with employees and supervisors, the Deputy Director of HR will also regularly communicate with internal and external executives; superb communication skills are mandatory.
Desired Or Preferred Qualifications
The ideal candidate will have:
- Experience working in public sector HR.
- Experience working in the legal industry.
- Certified HR professionals preferred (SHRM-CP, PSHRA-CP, or PHR).
- Proficiency with advanced HR analytics, metrics, and reporting tools. Ability to use data to drive decision-making and process improvement across HR functions.
- Experience leading HR transformation or change management initiatives.

The successful candidate will be eligible for subsidized health benefits (medical, prescription, dental and vision coverage) and life insurance; leave, including annual (vacation), personal, sick, and paid parental leave; and will be eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. The State also offers a free mass transit benefit for local bus and express bus services.
