Job summary

Planning Department in Albuquerque seeks a senior administrator to plan, direct, and oversee department activities. You will manage personnel, evaluate policies, and coordinate with city divisions and outside agencies to support entitlement and development processes.

Requirements include extensive managerial experience, a related bachelor's degree (and advanced degree preferred). You will mentor staff and help prepare departmental budgets, while acting as Director in the Director's absence.

Qualifications

  • Bachelor's degree in planning, business administration, public administration, construction, real estate or a related field preferred.
  • Nine (9) years of managerial experience in planning, real property, or construction preferred; six (6) years of direct supervisory experience preferred.
  • A Juris Doctor or a Master's degree in a related field preferred.

Responsibilities

  • Plan, direct, manage and oversee Planning Department activities and personnel.
  • Coordinate with other divisions and outside agencies; support the Planning Director.
  • Develop and monitor budgets, policies and priorities for the department.
  • Provide staff leadership and training; oversee performance and disciplinary actions.
  • Represent the Director in meetings and respond to citizen inquiries.

Job description

Plan, direct, manage and oversee the activities and operations of the Planning Department including personnel management, policy evaluation and development, management information systems, employee training and development; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Planning Director, including but not limited to assisting with the entitlement and development review and approval processes.

ESSENTIAL FUNCTIONS:
  1. Assume management responsibility for assigned services and activities of the Planning Department including policy, personnel, budget and programs.
  2. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned program; recommend and administer policies and procedures.
  3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  4. Plan, direct, coordinate and review, through subordinate level staff, the work plan for assigned areas of responsibility, review and evaluate workmethods and procedures; meet with key staff to identify and resolve problems.
  5. Serve as the liaison for the Planning Department in assigned areas and activities with other City departments, divisions or outside agencies; negotiate and resolve sensitive and controversial issues.
  6. Assist in the selection, training, motivation and evaluation of Planning Department personnel; provide and coordinate staff training; interact with employees to correct deficiencies and empower positive actions; implement necessary disciplinary/corrective actions.
  7. Participate in the development and administration of the department/divisions annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  8. Analyze operating policies and procedures and develop recommendations on policy, personnel, programs, budget and procedural changes within the department;design and implement remediation as needed
  9. Provide staff assistance to the Planning Director; prepare and present staff reports and other necessary correspondence.
  10. Serve as the Director in his/her absence; represent the Director at assigned meetings.
  11. Respond to citizen inquires, resource issues, and identify solutions where appropriate.
SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of real estate development, land use, construction, finance, management and planning related activities.
  2. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  3. Perform related duties and responsibilities as required.

Education and experience directly related to the requirements below may be interchangeable on a year for year basis.

Bachelor's degree in planning, business administration, public administration, construction, real estate or a related field preferred;

Nine (9) years of managerial experience in any combination of the following areas: planning, real property, or construction preferred;

To include six (6) years of direct supervisory experience in a management and/or administrative capacity preferred.

A Juris Doctor degree or a Master's degree from an accredited college or university in any of the above fields preferred.

ADDITIONAL REQUIREMENTS:
  • Possession of a New Mexico Driver's License, or the ability to obtain by date of hire.
  • Possession of a City Operator's Permit (COP) within 6 months from date of hire.
  • Environmental: Office environment; exposure to computer screens.
  • Physical: Essential and supplemental functions require maintaining physical condition necessary for walking, standing or sitting for prolonged periods; may operate a motor vehicle.
