Job summary

City of New York's DCAS Energy Management seeks a Deputy Director to lead energy efficiency capital projects and staff. You will manage in-house design-build efforts, develop RFQs/RFPs, and align with agency partners to deliver efficient facilities across the city.

Qualifications

  • Bachelor-level degree in architecture, building science, engineering or related field with four years of energy experience.
  • Alternate pathways: associate degree with six years of relevant experience; or eight years with administrative capacity.
  • Education and experience may be combined; one year admin/managerial/executive capacity required.
  • Candidates must meet NY City civil service criteria for Administrative Energy Conservation Specialist.

Responsibilities

  • Oversee in-house DB energy efficiency capital projects across multiple facilities.
  • Develop RFQs/RFPs with partners, review design documents, ensure DB compliance.
  • Support capital funding strategy and multi-year plans; monitor budgets and encumbrances.
  • Provide technical guidance, tools, specs, and verification methods for DEM engineers.
  • Coordinate with agency partners, operators, and leadership to enable collaboration.
  • Maintain program data tracking and on-demand reporting for schedules and savings.
  • Ensure compliance with NYC DB delivery guidelines and city policies.

Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners’ progress towards the City’s major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City’s energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.

Their primary responsibilities will be to exercise full administrative and technical responsibilities for capital project planning and delivery and to manage staff and design builders engaged in the design and construction of energy efficiency capital projects at City facilities. With wide latitude for the exercise of independent judgment and initiative, the Deputy Director will be charged with the following:

  • Managing DEM’s in-house design-build (DB) energy efficiency capital implementation program: Provides administrative and technical support to the conceptualization, development, and execution of a new pipeline of in-house design-build (DB) capital projects. Identify strategies to scale up implementation opportunities across multiple facilities based on building typology, space use, and operational requirements. Keep track of portfolio of projects, provide programmatic support and updates to the Executive Director, Capital Project Implementation.
  • Overseeing the development of RFQs and RFPs associated with the delivery of design build energy efficiency projects: In close collaboration with agency partners, consultants, and contractors, Oversee, review, provide feedback, and make recommendations on design build RFQs, RFPs, and design documents submitted by design builders for proposed or underway energy efficiency projects. Ensure that projects are conceptualized, framed, and delivered under the city’s design-build (DB) parameters and guidelines.
  • Driving efforts to achieve division-wide financial commitments: Supports the program capital funding allocation strategy and provides feedback on the five- and ten-year capital plans. Responsible for meeting annual targets for capital utilization, including contract registration and funding encumbrances. Monitors and provides an oversight of payment approvals processes, work order changes, and capital fund liquidations.
  • Provide technical guidance and quality assurance: Provides support for the development of technical tools, specifications, and guidelines for DEM engineers to utilize in evaluating potential projects, conducting energy analysis, and measuring the impact of DEM investments via measurement and verification (M&V) activities. Implement industry’s best practices to ensure that high efficiency building systems are being designed, procured, constructed, and operated for optimal impact and cost-effectiveness.
  • Liaising with agency partners, project delivery partners, and other stakeholders: Forms strong working relationships and establishes open communication with key constituents at partner agencies, including those responsible for energy management, building operators, capital project execution, and budgetary oversight and procurement, as well as agency senior leadership. Through direct intervention and coaching, works to enforce compliance, clear roadblocks, and create opportunities for deeper and more impactful agency collaboration.
  • Managing program data collection, tracking, and reporting: Perform program data collection and tracking required to ensure accurate, on-demand project reporting in a range of areas, including compliance with project schedule, budgets, and scopes, energy savings and avoided emissions; and projects’ contributions towards the City’s goals. Maintain relevant DEM project tracking databases.
  • Only permanent employees in the civil service title of Administrative Energy Conservation Specialist, and comparable titles, or those reachable on the Administrative Energy Conservation Specialist civil service exam are eligible to apply.
Minimum Qualifications
  1. A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or
  2. An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity;
  3. A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity.
  4. Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:
    • a) One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:
    • b) Education will be credited as follows:
      • i) One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.
      • ii) A master’s degree in any of the disciplines described in "1" above, or a related field, will be credited for one (1) year of acceptable experience.
      • iii) A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.
License Requirement

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.

Preferred Skills
  • Degree in Electrical, Mechanical, or Environmental Engineering (Master's degree preferred)
  • P.E. preferred
  • Design-Build certification from the Design Build Institute of America (DBIA) is preferred
  • Knowledgeable of design build delivery models
  • Experience in the design and construction of energy efficiency retrofits in diverse buildings that vary in age, size, and use
  • Minimum of three (3) years’ experience in analyzing building energy efficiency technologies and controls and specifying upgrades to improve the energy performance of building systems
  • Strong knowledge of applicable IESNA/ASHRAE design codes, design standards, and specification requirements, with the ability to interpret and apply them to specific project scopes
  • Familiarity with the National Electric Code and NYC electrical and energy codes
  • Familiarity with energy usage, energy cost savings, and avoided greenhouse gas emissions calculation methodologies
  • Skilled at managing program operations and budgets
  • Strong written and verbal communication skills
  • Proficient computer skills, including Microsoft applications
  • Well-organized, detail-oriented, and capable of managing multiple responsibilities and deadlines simultaneously
