The Deputy Director of the Metropolitan Emergency Services Board (MESB) manages day-to-day operations, ensuring MESB services meet performance targets and staff carry out the functions and tasks as necessary to achieve Board objectives.

The Deputy Director supervises MESB staff on a day-to-day basis and provides daily budget, procurement, and technology management. The position involves the application of a high degree of judgement and independent initiative.

Qualifications

  • Bachelor's degree in communications, public administration, business management or related curriculum.
  • Five (5) years progressively responsible managerial and supervisory experience in communications, public administration, business management or similar organizations.
  • An equivalent combination of education and experience.
  • Requires a broad understanding and experience with public policy and public safety (i.e. 9-1-1, emergency medical services, and land mobile radio communications).
  • Managerial and/or supervisory experience.
  • Master's degree in public administration, public policy, communications, management or business, or related curriculum.
  • Project management experience.

Responsibilities

  • Manages and directs day-to-day MESB office functions.
  • Assists the Executive Director with Human Resources functions for MESB.
  • Assists the Executive Director in hiring process.
  • Trains and supervises staff according to the needs of the MESB.
  • Manages and directs activities of staff, including work assignments, performance evaluations, and disciplinary procedures.
  • Assists the Executive Director to develop operational policies and procedures for effective management of office, staff, and operations.
  • Assists the Executive Director and Financial Services Specialist in annual budget preparation and budget management.
  • Reviews weekly invoices before submission to the Executive Director for approval.
  • Develops budget development process with Financial Services Specialist and core services leaders.
  • Assist the Executive Director to develop five-year Capital Needs Documents.
  • Works with Financial Services Specialist on annual budget management.
  • Assists the Executive Director with MESB procurement.
  • Manages day-to-day approval process for employee purchases.
  • Provides day-to-day management of Request for Proposals (RFPs) and RFP evaluation.
  • Provides contract management of MESB vendors.
  • Maintains contract records in accordance with Minnesota Government Data Practices Act and MESB's Records Retention Schedule.
  • Serves as primary contact for MESB technology.
  • Manages day-to-day IT issues in conjunction with IT contractor.
  • Manages MESB technology contracts for copier, postage meter, cellular phones, etc. Manages maintenance process for technology.
  • Manages technology distribution process to staff, such as laptops and supporting devices, cellular phones, etc.
  • Assists the Executive Director in managing content for MESB’s website.
  • Assists the Executive Director to develop MESB policies and procedures.
  • Serves as MESB’s Data Practices Designee.
  • Attend MESB Board, Executive Committee, other MESB committee meetings. Represent the MESB at other boards and committees as assigned and requested by the Executive Director.

WORK ENVIRONMENT: The work is sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files.
