Job summary

Douglas County Housing Partnership (DCHP) is seeking a Deputy Director to serve as second-in-command and internal operating leader in Lone Tree, Colorado. This role will supervise managers and direct reports, translate strategy into clear work plans, and guide day-to-day operations for a multi-jurisdictional housing authority.

Qualifications

  • Bachelor’s degree and at least five years of experience in lending, community development, housing finance, or related work, or an equivalent combination totaling at least ten years.
  • At least five years of experience leading and managing others.
  • Experience in strategic and annual planning, KPI management, budgeting, and expense management.
  • Proficiency with Microsoft 365, project management software, accounting systems, and other agency operations software.
  • Strong written and verbal communication, time management, organizational, analytical, problem-solving, customer service, and attention-to-detail skills.
  • Colorado-driver’s license required within 30 days of hire.

Responsibilities

  • Lead day-to-day internal operations, supervising managers and direct reports, and translating strategy into work plans.
  • Oversee operating, financial, and capital performance of the affordable housing portfolio.
  • Ensure agency-wide compliance with HUD/state/funder requirements and address monitoring or audit findings.
  • Drive HR administration, manager coaching, and a culture of compassionate accountability.
  • Coordinate cross-division activities, workload planning, and deadline tracking across the agency.

The Role

The Deputy Director is DCHP’s second-in-command and internal operating leader. The Deputy Director is DCHP’s second-in-command and internal operating leader, comparable to a Chief Operating Officer (COO) role in a larger organization. You will lead the agency’s day-to-day internal operations, including supervising managers and other direct reports, and translating strategy into clear work plans and assignments.

What You’ll Lead
  • Leadership of six direct reports across Housing Operations, Compliance, Finance and Accounting, Housing Counseling and Loan Servicing (down payment assistance, shared equity program), Regional Housing Partnerships and Planning, and Administrative Services.
  • Day-to-day internal operations, workload and coverage decisions, cross-division coordination, and agency-wide deadline tracking.
  • Management oversight of the operating, financial, and capital performance of DCHP’s affordable housing portfolio (LIHTC, HUD, HOME).
  • Agency-wide compliance follow-through, ensuring managers implement HUD, state, funder, and DCHP requirements and resolve monitoring or audit findings on time, while preserving the Compliance Administrator’s technical role.
  • Human resources administration, manager coaching, and a workplace built on compassionate accountability with clear expectations, direct feedback, support, and follow-through.
What You Bring
  • A bachelor’s degree and at least five years of experience in lending, community development, housing finance, affordable housing development, affordable housing programs, housing counseling, or related work; or an equivalent combination of education and relevant experience totaling at least ten years.
  • At least five years of experience leading and managing others.
  • Experience in strategic and annual planning, key performance indicator management, budgeting, and expense management.
  • Demonstrated proficiency with Microsoft 365, project management software, accounting systems, and other computer technology used in agency operations.
  • Strong written and verbal communication, time management, organizational, analytical, problem-solving, customer service, and attention-to-detail skills.
  • Commitment to transparency and integrity, adaptability in work approach, and the ability to independently complete a complex workload without close supervision.
  • Valid driver’s license and an acceptable motor vehicle record. A Colorado driver’s license is required within 30 days of hire.
Also Helpful
  • Five or more years of real estate development and asset-management experience, including affordable housing and compliance.
  • Working knowledge of U.S. Department of Housing and Urban Development requirements, affordable housing compliance regulations, and Fair Housing requirements.
  • Working knowledge of Yardi property-management software.
  • Experience advocating for low- and moderate-income households with lenders, builders, elected officials, and business or civic groups.
  • Knowledge of community resources and the ability to foster positive relationships with community partners.
  • Knowledge of or experience working with individuals with special needs, including people with disabilities, people who have experienced homelessness, and older adults.
Compensation And Benefits
  • Salary ranges from $115,000 to $128,000 per year, paid semi-monthly. This is the full range we expect to pay; placement within the range depends on experience, education, and training relevant to the work. DCHP does not offer bonuses or commissions for this position.
  • Medical, dental, life, and disability coverage; DCHP pays 100% of the employee-only medical premium.
  • Colorado PERA defined-benefit retirement plan with employee and employer contributions.
  • Paid vacation, paid sick leave, eleven paid holidays, one floating holiday, and two personal days each year.
