Job summary

Beaufort County seeks a seasoned attorney to provide legal services to County departments, boards, and commissions. The role advances complex legal matters, drafts ordinances and contracts, and represents the County in civil litigation and administrative proceedings.

The candidate must hold a Juris Doctor degree, have 8–10 years of legal experience including local government, and possess SC bar licensure with Rule 403 certification. A valid SC driver’s license is required.

Qualifications

  • Eight to ten years of related legal experience, including a minimum of five years in local government.
  • Active license to practice law in the State of South Carolina; Rule 403 certified.
  • Valid state driver's license.

Responsibilities

  • Provide legal counsel and representation to County departments in civil litigation and administrative proceedings.
  • Attend County Council, committee, and board meetings to render legal advice.
  • Draft and review ordinances, resolutions, contracts, deeds, leases, releases, franchises and other legal documents.
  • Conduct legal research and prepare legal documents; oversee case preparation for trial.
  • Represent the County in trial and appellate litigation and handle complex issues of law as needed.
  • Advise paralegals and clerical staff; supervise staff as requested.

Description

The purpose of this position is to perform difficult professional work in the rendering of legal services to the County departments, units and boards. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Coordinates and reviews work, and monitors status of work in progress. Inspects completed work assignments, answers questions, and gives advice, direction, supervision to staff as requested by the County Attorney or when needed to complete a project.
  • Provides legal counsel and representation to all County departments in civil litigation, administrative proceedings, etc.
  • Attends and presents, as needed or requested by the County Attorney, at County Council meetings, Committee meetings, and Boards and Commissions’ meetings, and renders legal advice.
  • Provides legal training to clients in County departments and Boards and Commissions
  • Renders legal advice daily to all officers, departments, and agencies of the County.
  • Prepare cases for trial, interview witnesses, and examine law and evidence.
  • Represents the County in trial and appellate litigation and handles complex issues of law as necessary.
  • Drafts and reviews ordinances, resolutions, proposed legislation, contracts, deeds, leases, releases, franchises, and other legal documents.
  • Conducts legal research and prepares legal documents.
  • Ensures that information related to cases is disseminated appropriately and stored appropriately.
  • Advises paralegals and clerical/administrative personnel.
  • Performs related work as assigned.
Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Requires Juris Doctordegree.
  • Over eight years and up to and including ten years of related work experience in the practice of law, including a minimum of five years of local government experience. Experience working with county government within the state of South Carolina is preferred.
SPECIAL CERTIFICATIONS AND LICENSES
  • License to practice law in the State of South Carolina; Rule 403Certified.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
Supplemental Information

All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment. Employment is contingent upon clearing both the drug screening and background investigation.
