Job summary

Stacy Witbeck seeks a Deputy Construction Manager in Baltimore to lead the FDT South Approach – Package B, overseeing all subcontracted and self-perform work for bridges, retaining walls, and related structures along the busiest passenger rail corridor.

You will develop schedules, track costs, manage submissions, coordinate QC inspections, mentor engineers, and drive safety while delivering complex construction in a challenging environment funded by public and federal sources.

Qualifications

  • Bachelor’s degree in Civil Engineering or Construction Management.
  • Minimum 10 years of heavy civil construction experience in a managerial role.
  • At least 5 years of experience building bridge structures and retaining walls.
  • Experience working in an Active Rail Corridor.
  • Experience with mass concrete and large CIP concrete structures.
  • 3+ years of managing direct reports.

Responsibilities

  • Oversee field and office engineers, scope-specific superintendents, and construction operations for each structure.
  • Plan and coordinate multiple operations and disciplines across locations.
  • Provide leadership and direction to construction personnel.
  • Manage field operations and coordinate with other superintendents and subcontractors.
  • Identify and resolve project risks related to methods, plans, safety and schedule.
  • Coordinate equipment, crews and other activities to maximize efficiency.

Description

Stacy Witbeck seeks a Structures Engineer that takes problem-solving to the next level. We build "cool stuff" and the ideal person for this role will have a multi-faceted mind capable of existing and solving across the disciples of challenging design, understanding the political realm and managing the logistics of building on the busiest passenger rail corridor in the nation.

Project Challenge Spotlight--The "Cool Stuff" element.

**Multiple instances of accelerated bridge construction techniques, including sliding an arch over active rail. This job is one of the most technically complex jobs in the region, with a tunnel being built under active corridor, multiple bridges, and will make a massive impact to the region. You don't want to miss this one.** The entire investment for the Frederick Douglass Tunnel is estimated at approximately $6 billion, which is supported in part by federal funding from the Infrastructure Investment and Jobs Act (IIJA), along with contributions from Amtrak and the State of Maryland.

Essential Duties and Responsibilities:

Job Summary:

This role will manage all subcontracted and self-performed work related to the various bridge, retaining wall, and OCS structures of the FDT South Approach – Package B. This will include development and management of project schedules, cost tracking and forecasting, construction engineering and submittal development, change management, coordination of QC inspections and QC documentation record keeping, mentoring and training direct reports, participation in the Project Safety Program and providing leadership in the safety culture of the project.

The essential functions include, but are not limited to the following:

  • Oversee field and office engineers, scope specific superintendents, and construction operations for each structure.
  • Work planning and subcontractor coordination
  • Plan and coordinate multiple operations and disciplines at one or more locations such as earthwork, de-watering management & water treatment, support of excavation, deep foundations, CIP concrete, structural steelwork, waterproofing, and painting hand in hand with scope specific superintendents.
  • Provide leadership and direction to construction personnel
  • Manage field operations as well as coordinate work with other superintendents and subcontractors
  • Provide technical input to identify and resolve project risks associated with construction methods, work plan and material requirements, safety and schedule activities
  • Supervise and provide direction to Engineers with management of quantities, productions, procurement, QA/QC, and forecasting cost and schedule
  • Coordinate equipment and crews and other job related activities to maximize efficiency
  • Attend status meetings to discuss progress and public impact
  • Perform additional assignments as needed
  • Support and promote company safety program and culture
  • Develop and assist in on-the-job training for Superintendents, Office and Field Engineers
  • Ensure that ALL resources assigned are maintained, protected, secured and used at optimum efficiency
  • Protection and enhancement of public relations, company image, and company worth
  • Understand project budgets and productions to manage personnel and equipment efficiently
  • Have a working knowledge of all required plans and specifications
  • Carry out job duties while maintaining company values
Skills, Knowledge & Expertise

Requirements:

  • Exceptional safety and quality record
  • Minimum Bachelor’s degree in Civil Engineering or Construction Management
  • 10 years minimum heavy civil construction experience in a managerial role
  • 5 years minimum experience building bridge structures and retaining walls
  • Experience working in an Active Rail Corridor
  • Experience with mass concrete and large CIP concrete structures
  • 3+ years of managing direct reports is required
    • Training provided to further strengthen management and leadership capabilities.
  • Drivers License in good standing is required
  • Occasional travel is required <10%

Preferences:

  • Knowledge and experience with FRA standards is a strong preference
  • Experience with Structural Steel
    • Direct Supervisor has significant experience in steel--excellent learning opportunity.
  • Experience with Deep Foundations and Support of Excavation Systems
  • EIT/PE preferred
