Job summary

US Pipeline and Hazardous Materials Safety Administration seeks a Deputy Associate Administrator to provide technical and executive direction over program development, standards and rulemaking, engineering and sciences, approvals and grants for OHMS.

The role supports high-level planning, administration, and coordination with the Associate Administrator to advance the office’s mission and program responsibilities. The position requires ECQ/TQ qualifications and senior leadership experience.

Job description

The Deputy Associate Administrator provides technical and executive direction and control over the program development, standards and rulemaking, engineering and sciences, approvals and permits, and grants functions for the Office of Hazardous Materials Safety (OHMS) and assists the Associate Administrator with high-level program planning and administration associated with the office’s mission and program responsibilities.

TECHNICAL QUALIFICATIONS (TQs)

TQ 1. Demonstrate executive-level experience in formulating hazardous national materials transportation safetypolicy, establishing regulatory agendas, and assessing the complex social, economic, and environmental impacts ofproposed legislation and safety standards. Proven ability to advise top agency officials on sensitive policydeterminations, issue binding implementation guidance, and manage the disposition of special permits and approvals.

TQ 2. Demonstrate success in establishing and maintaining high-level partnerships with federal, state, local, andtribal governments, industry executives (C-suite/corporate level), technical associations, and public interest groups.Executive experience negotiating complex Hazardous Materials safety issues, fostering intergovernmentalcollaboration, and serving as a key agency spokesperson.

EXECUTIVE CORE QUALIFICATIONS (ECqs)

In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECqs. • ECQ 4: Leading People -This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
• ECQ 5: Achieving Results -This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
