PHMSA in Washington, DC, seeks a Deputy Associate Administrator for Policy and Programs to lead a national transportation safety program and coordinate with DOT and other agencies on hazardous materials standards and practices.
You will advise senior leaders, shape policy implementation, and guide strategic plans, driving hazmat safety initiatives with regulatory and non-regulatory solutions while aligning efforts with PHMSA's mission.
The Deputy Associate Administrator for Policy and Programs plans and manages a national transportation safety program and establishes and maintains liaison with other DOT operating administrations, other Federal agencies, and state enforcement agencies concerning hazardous materials. This includes participation in the development of various standards, and working with states, tribal organizations, and other partners.

Demonstrate executive-level experience in formulating hazardous national materials transportation safety policy, establishing regulatory agendas, and assessing the complex social, economic, and environmental impacts of proposed legislation and security standards. Proven ability to advise top agency officials on sensitive policy determinations, issue binding implementation guidance, and manage the disposition of special permits and approvals.
Demonstrate success in establishing and maintaining high-level partnerships with federal, state, local, and tribal governments, industry executives (C-suite/corporate level), technical associations, and public interest groups. Executive experience negotiating complex Hazardous Materials safety issues, fostering intergovernmental collaboration, and serving as a key agency spokesperson.
