This position functions as the sole Program Manager/Departmental Specialist and exclusive subject matter authority for the Employment and Training Program (E&T), otherwise known as PATH. This position is the recognized exclusive E&T expert that provides interpretation and explanation of various policies, procedures, rules, work methods, and services. This position is responsible for highly complex statewide research, design, implementation, and evaluation of the Department of Human Services (DHS) E&T program including interpretation of federal and state laws and drafts legislation. This position includes statewide responsibility for developing policies and monitoring DHS federal funds transferred to the Michigan Labor and Economic Opportunity with funds exceeding $64,000,000 annually, monitoring and analyzing complex management data and providing assistance and consultation regarding program requirements to the Governor’s Office, Legislators, Administration, Local Office Administration, and local office management. This position is also the liaison with the Michigan State Housing Development Authority (MSHDA), Department of Corrections (MDOC), and numerous public and private agencies and businesses for purposes of administering the E&T program.

Education

Possession of a bachelor's degree in any major.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. THIS POSITION IS OPEN TO MDHHS EMPLOYEES ONLY.

This position will work remotely. Occasional travel to the office located at 235 S. Grand Avenue, Lansing, MI 48933 may be required. Selected candidates who have been approved to work remotely must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
