Responsibilities

  • Coordinate preparation of department's capital, operating and supplemental budgets.
  • Plan, organize, administer, review and evaluate activities of staff directly or through supervisors.
  • Recommend staff selections; train staff and provide for professional development; administer discipline as required.
  • Contribute to quality of service by coordinating work teams and improving policies and procedures.
  • Prepare financial, accounting and business records and reports; monitor grants and funds from various sources; report to agencies.
  • Support strategic planning with financial forecasting and planning.
  • Account for, monitor and audit collections and reconcile reports of all monies.
  • Direct or participate in personnel management and ensure compliance with County policies.
  • Coordinate purchasing activities, RFPs for professional services; analyze proposals and negotiate contracts.
  • Oversee operational staff related to department functions.
  • Participate in committees; prepare reports, correspondence and policy papers.
  • Oversee long- and short-term projects; represent County in meetings.
  • Operate standard office equipment; may drive to visit sites.

Job description

The Clark County Treasurer's Office is seeking qualified candidates to apply for the Departmental Fiscal Services Administrator position assigned to the Treasury Services Division. As a member of our team, you will provide difficult, technical, and specialized financial support. The ideal candidate will be responsible for overseeing staff and departmental resources that perform vital County functions, including but not limited to banking, funding desk, cash receipting, check printing, and check disbursement functions of the Treasurer's Office.

This position supports departmental financial strategic planning, budgeting, business and financial reporting functions. Responsibilities also include coordinating, conducting and reviewing a variety of complex analytical and support activities, including policy and procedure development and implementation.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

Education and Experience: Bachelor's Degree in Accounting, Finance, Economics, Business or Public Administration, or a field related AND four (4) years of full-time professional level experience in a combination of accounting, budgetary and financial analysis and reporting, preferably in a public agency setting, including one (1) year of lead or supervisory experience. Additional experience in an area that has provided the knowledge and skills to perform all aspects of the position may be substituted for the degree on a year-for-year basis to a maximum of two (2) years. Possession of an appropriate advanced degree is desirable.

  • Coordinates the preparation of the department's capital, operational and supplemental budgets; assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
  • Plans, organizes, administers, reviews and evaluates the activities of professional, technical and office support staff directly or through subordinate supervisors.
  • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Directs and assists in the preparation of a variety of financial, accounting and business records and reports; monitors grants and funds from other then County funding sources; submits reports to appropriate agencies in a timely manner.
  • Supports departmental strategic planning activities by performing financial forecasting and planning on a long- and short-term basis.
  • Accounts for, monitors and audits collections and reconciles reports of all monies collected by the department.
  • Directs and/or participates in personnel management activities of the department; interprets County policies and procedures to employees and ensures that departmental activities are in compliance with codes, regulations, codes and procedures.
  • Coordinates and/or participates in departmental purchasing activities, including the preparation and distribution of requests for proposals for professional services; analyzes proposals and negotiates and administers resulting contracts.
  • May oversee and direct specific operational staff and activities related to the functions of the department to which assigned.
  • Directs and participates in various committees and task forces; organizes activities and provides for staff support; prepares or reviews a variety of narrative and/or statistical reports, correspondence, agenda items, policy papers, presentations and other written materials.
  • Oversees specified long- and short-term projects; represents the County and the department in meetings with other departments and agencies.
  • Uses standard office equipment, including a computer, in the course of the work.
  • May operate a motor vehicle in order to visit various work sites and attend off-site meetings.

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Must be capable of traveling to and from various County locations to visit work sites and attend off-site meetings.
