Job Description And Duties
The incumbent is responsible for leading the Facilities Planning, Construction and Management (FPCM) section including one Staff Services Manager I, one Direct Construction Supervisor II, one Senior Architect, and three Associate Construction Analysts for the most complex and sensitive capital outlay and large special repair projects, from the planning phase through the design and construction phases.
Administers multi-project program, directs, guides, assigns, and monitors subordinate staff by utilizing all available resources, including but not limited to State of California/DSH policies and procedures, program/project management software, Microsoft Office tools, State of California/DSH forms and templates, and other miscellaneous software/tools. Directs the preparation of policy recommendations to top management, reviewing and approving monthly and quarterly reports, meeting with staff to review progress and project issues to develop and implement solutions to difficult issues and problems associated with projects to ensure compliance with associated policies, procedures and regulations. Communicating policies and procedures, program/project goals and objectives, providing training/mentoring direction, performing subordinate staff administrative duties, managing staff requests for time-off, and reviewing the work of subordinate staff, and other administrative duties to clearly communicate and monitor subordinate staff performance to ensure successful completion of staff assignments.
Directs submittal of DSH’s infrastructure budget requests including but not limited to the annual development of Budget Change Proposals (BCP), Budget Change Concepts (BCC), Five-Year Capital Outlay Project Plan, Budget Change Concepts (COBCC), Capital Outlay Budget Change Proposals (COBCPs). Manages/Represents DSH with external control agencies including Department of General Services (DGS), Real Estate Services Division (RESD), Department of Finance (DOF) Capital Outlay Unit, State Public Works Board (SPWB), the Office of the State Fire Marshal (SFM), and other regulatory entities. Participates in and facilitates meetings with DSH executives and stakeholders regarding facility projects and future needs. Plays an active role in the development and governance of DSH’s enterprise-wide Infrastructure Master Plan including resulting initiatives and projects.
