Job description

The Prince George’s County Planning Department of The Maryland National-Capital Park and Planning Commission is seeking a Human Resources Manager to join our planning team. This manager will be directly responsible for the overall management, administration and coordination of human resources within the Planning Department. The Department has approximately 235 employees.

A member of the Department’s Senior Management Team, this position provides strategic and tactical guidance, advice, and support to senior and executive management teams on the full range of issues pertaining to the operation and delivery of human resources management, including but not limited to consultation on complex or sensitive personnel matters, allocation of workforce resources, development and execution of general human resources strategies and plans, and a comprehensive employee development and training program. This position supervises Department human resources staff.

The Prince George’s County Planning Department provides land use planning for the physical development of Prince George’s County, Maryland. As the second most populous county in Maryland, Prince George’s has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world class parks and recreation system. Prince George’s County has 27 municipalities, from rural to urban communities, with a land area of approximately 500 square miles. Experience investigating and documenting employee relations matters and experience with the Americans with Disabilities Act (ADA) and Family and Medical Leave Act (FMLA) are crucial. Additionally, the successful candidate must be willing to be a strategic partner and change leader, with a strong grasp of customer service, leadership and influence, and organizational management.

  1. Responsible for the general leadership, direction, and supervision of the Department’s human resources work program.
  2. Oversee the day-to-day operations and activities of the human resources staff, and other staff as assigned.
  3. Plan and organize all human resources activities within the department to include employee relations, performance management, training and development, leave programs, and recruitment.
  4. Align HR work program goals to departmental goals, objectives and systems.
  5. Develop and administer various human resources plans and procedures in accordance with M-NCPPC rules, regulations, and policies.
  6. Conduct investigations, gather, and analyze information pertaining to performance management.
  7. Partner with Legal, Audit, Risk Management, Corporate HR, and other Commission entities to support policies and employment laws.
  8. Provide recommendations to management and determine the appropriate course of action to address human resources issues from initial stage to completion.
  9. Direct the development of internal HR processes and procedures relevant to the Department's human resources work program.
  10. Develop and implement HR tools, resources, and training for management to use as a process for effectively supervising their staff.
  11. Provide guidance to management and staff on various human resources matters to ensure internal procedures are standardized and in compliance with Commission policies and all federal, state, and local employment laws.
  12. Create reports and metrics to assess human resources programs and initiatives in relation to established goals. Recommend new approaches, policies, and procedures to effect continual improvements in the efficiency of Department HR services performed.
  13. Identify process inefficiencies and make recommendations for process redesign.
  14. Develop and implement innovative recruitment approaches to find and attract unique and specialized talent.
  15. Develop and implement a comprehensive employee retention program for the Department.
  16. Refine and implement a comprehensive employee training and development program for the Department, to include employee mentorship and skill development program.
  17. Address concerns or complaints received from staff by investigating complaints, and documenting findings for review by the Department Head, HR Director, Employee Labor Relations and Legal Counsel.
  18. Participate in regular meetings with the Department Head, Executive Management Team, and Division Chiefs.

  • Proven experience leading organizational change to develop a high-functioning workforce.
  • Proven experience in the design, development, and implementation of a comprehensive employee development program to include employee mentoring and employee education.
  • Proven experience investigating and documenting employee relations matters.
  • Experience with ADA and FMLA.
  • Passion for creating and maintaining a safe, inclusive, and diverse workforce.
  • A strong customer service mindset to both internal and external customers and partners.
  • Exceptional communication and interpersonal skills, with the ability to engage diverse stakeholders and build consensus across various interest groups.
  • Proven track record of collaboration.
  • Excellent written and verbal communications skills.
  • Experience in budgeting and resource allocation.
  • A desire to serve the public, collaborate with other agencies and departments.
  • The ability to cope effectively with change, be flexible, and shift gears comfortably.


1. Bachelor's Degree in Human Resource Management, Finance, Business Administration or Public Administration or any related field.
2. Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
3. An equivalent combination of education and experience may be substituted, which together total 10 years.

Preferred Qualifications
Professional HR certifications: (SHRM-CP, SHRM-SCP, SPHR, or PHR)
Working Conditions

Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.

The M-NCPPC offers a competitive salary range of$89,092-$157,697annually(salary is commensurate with education and experience) at the Department Program Manager level with excellent benefits including generous leave, extensive health coverage, deferred compensation plan, and employee pension plan.
