Position Summary

Tidal Basinis seeks an energetic, experienced, and results-oriented Department Head to lead and manage the operations of our Long Term Recovery Program team, including programs for CDBG‑DR. The role focuses on delivering excellence in client service and expanding our multidisciplinary services. The Department Head will enhance and grow existing business, increase service quality and revenue, attract new clients, and support Tidal Basin’s growth in this sector.

Responsibilities

• Support the Response & Recovery leadership in providing high-quality, timely, and profitable delivery of the Long Term Recovery Program support project portfolio.
• Develop, influence, and implement a broad Long‑Term Recovery (including CDBG‑DR) market strategy, utilizing Tidal Basin’s national teams and capabilities.
• Provide recommendations and guidance on a portfolio of projects or programs of significant size, complexity, and financial impact.
• Help grow the Response & Recovery planning, design, grants management, and consulting practice.
• Work closely and collaboratively with the SLC leadership to share resources, augment capabilities, and bring the best of Tidal Basin to each project.
• Provide expertise and guidance across Tidal Basin’s Long‑Term Recovery projects.
• Support leadership in identifying new staff, hiring, and cross‑training existing staff for Long‑Term Recovery projects, fostering a culture of trust, accountability, leadership, and ownership.
• Participate in and help drive innovative workstreams to differentiate Tidal Basin and address market changes, challenges, and opportunities.
• Support production of winning proposals (both technical and cost).
• Prepare and lead client presentations and interviews.
• Refine existing delivery strategies to improve predictability, quality, and efficiency.
• Build relationships with senior leaders at federal, state, local, territorial, tribal, and commercial entities alongside company leadership.
• Attract and secure new Long‑Term Recovery clients and build the opportunity pipeline with SLC leadership.
• Travel as needed to support project, client, and team needs (estimated 50% of time).
• Provide thought‑leadership ideas internally and externally.
• Serve as a subject‑matter expert and mentor for Long‑Term Recovery projects across the organization.
• Ensure health and safety guidelines are established and followed.
• Complete required safety training.

Skills and Desired Competencies

• Deep understanding of project management and consulting service model.
• Deep experience in all facets of Long‑Term Recovery work, including housing and federal grant and reimbursement programs from HUD, FEMA, and others.
• Experience deploying solutions to support clients in project and program management within one of Tidal Basin Service Lines (Public Assistance, Response, Preparedness, Long‑Term Recovery/Housing/HUD, Financial and Program Management, Mitigation).
• Strong, dynamic leadership that mentors, develops, and guides team members and client relationships.
• Excellent oral, written, organizational, and time‑management skills, with ability to multi‑task and work with minimal or no supervision.
• Experience with federal grant‑funded programs.
• Excellent client relations and an understanding of local, state, and federal government.

Required Education & Experience

• Bachelor’s Degree in Emergency Management, Planning, Engineering/Architecture, Environmental, Finance, or related field. Master’s Degree preferred.
• 15 years of progressively increasing responsibility and experience delivering FGM and Housing‑related projects and programs at the federal, state, local, tribal, or territorial levels.
• Licensure in field of study (e.g., CEM, AICP, PE, AIA, CPA).
• Project Management Professional (PMP) certification.
• Experience leading diverse technical and geographic teams.
