Work Arrangement:

  • 100% Remote
  • Mandatory in-person visits: 1–2 times/year at the candidate’s expense (travel reimbursed up to $1,000 per visit with prior WisDOT approval)
  • Mandatory attendance at CHEMS Fall Conference (registration and lodging reimbursed by WisDOT)
  • Relocation allowed and must be completed by the start date

Role Overview:

WisDOT is seeking a Systems Architect III – Delphi to support design, development, and maintenance of internal business systems, focusing heavily on the CHEMS and CHEMSPRO applications. This includes transitioning county agencies to the CHEMS system, working with enterprise architecture, and integrating packaged and custom software solutions.

The candidate will report to and collaborate with the CHEMS Lead and will be responsible for both high-level architectural decisions and hands-on development work.

Core Responsibilities:

  • Design and develop internal applications like CHEMS and CHEMSPRO (GUI version)
  • Support system integration efforts across finance, accounting, and transaction processing
  • Maintain and enhance CHEMS-related systems
  • Work with counties transitioning from legacy systems to CHEMS
  • Conduct release management, including import/export programs
  • Lead and participate in design/code walkthroughs
  • Self-manage technical and hardware/software support responsibilities
  • Participate in virtual meetings and annual CHEMS conference

Required Skills (Majority Required, 5+ Years):

  • Delphi programming using RAD Studio 2007+ and/or 2011
  • SQL Developer
  • GitHub source control
  • Object-oriented programming using Virtual Component Library (VCL)
  • Experience with Oracle RDBMS and Enterprise Manager
  • Strong Windows 11 Enterprise and Windows Server 2015+ proficiency
  • Design and code walkthrough leadership

Nice-to-Have Skills:

  • Experience with financial applications
  • Third-party data access tools such as ASTA or RemObjects Data Abstract
  • Integration experience with security platforms such as OKTA
  • Familiarity with WisDOT, DTSD, or BHO accounting systems and workflows
