Job summary

Lusternational is seeking Delivery Excellence & Agile Transformation Leaders to strengthen governance across national digital transformation programs. You will set cadence and quality standards for mega capital infrastructure projects, translating client priorities into structured delivery plans while elevating risk early.

Candidates will lead multi-stakeholder engagements, develop playbooks, and collaborate across advisory, PMIS, analytics, and systems integration teams.

Qualifications

• Bachelor’s degree in construction management, engineering, business administration, or related field
• 10+ years in mega-capital infrastructure program delivery and governance

About the Positions

We’re seeking Delivery Excellence & Agile Transformation Leaders to strengthen delivery governance across our national digital transformation and PMIS advisory practice, serving mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works sectors. You’ll set the cadence and quality standards that keep large, multi-stakeholder programs on track, translate client priorities into structured delivery plans, elevate risk early, and build the playbooks that let our delivery teams scale.

This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. • Establish and maintain delivery cadence across client engagements, including roadmap planning, milestone tracking, dependency management, and executive-level status reporting.
• Translate client goals and business-process requirements into delivery plans that technical teams can execute and owner stakeholders can track.
• Implement Agile, hybrid, or fit-for-purpose governance models for PMIS, program controls, data, reporting, and change-management initiatives on capital programs.
• Develop delivery playbooks, templates, and acceptance criteria that improve consistency and shorten onboarding for new team members.
• Coordinate advisory, PMIS architecture, data/analytics, and systems integration teams to keep multi-workstream engagements moving with clear accountability.
• Monitor risk, schedule, and budget indicators across active engagements and elevate issues before they affect scope, quality, or client confidence.
• Lead onboarding and knowledge transfer for incoming delivery staff, building methods that scale as the practice grows.
• Contribute delivery approach, governance structure, and staffing plans to proposal and pursuit development.
• Develop white papers and project profiles that document Digital Transformation’s impact on client programs, supporting business development and marketing efforts.

Minimum Qualifications

• Bachelor’s degree in construction management, engineering, business administration, or a related field, or equivalent combination of education and experience.
• 10+ years of experience in program delivery, project controls, PMIS/digital transformation, or Agile/hybrid delivery governance on mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works.
• Experience leading cross-functional delivery teams spanning advisory, technical, and client-facing roles, including mentoring and onboarding junior staff.
• Proficiency with Microsoft Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).

Preferred Qualifications

• Master’s degree in construction management, engineering management, business administration, or public administration.
• PMP, PMI-ACP, CSM, SAFe, Lean/Six Sigma, or Prosci certification.
• Experience supporting capital infrastructure programs valued at $500M+, including exposure to program controls, PMIS platforms, and alternative delivery methods such as design-build, CM/GC, or progressive design-build.
• Experience in owner’s representative, program management, or construction management roles on capital infrastructure programs.
• Working knowledge of public agency procurement, governance, and stakeholder requirements typical of publicly funded infrastructure programs.
• Experience building or maturing a Center of Excellence, including delivery standards, lessons-learned processes, and repeatable methods for a growing practice.
• Experience with PMIS, ERP, data/reporting, workflow, or project controls platforms in a capital program environment.
• Experience with GIS, BIM, or digital-twin platforms supporting infrastructure program delivery.
• Experience with Power BI or equivalent data visualization and executive-reporting tools.

Compensation Details

Expected Salary: $180k-$220k/year ($87-$106/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
