Are you ready to shape how the Ministry of Defence (MOD) is designed and operated, directly enabling the defence of the UK? The MOD is seeking an exceptional and experienced professional for one of its top strategic priorities: Corporate Services Modernisation.

Corporate Services are critically important for the 250,000 people working across Defence to perform their daily tasks. For example, every time the department procures military equipment, processes personnel pay, or manages vacation requests, Corporate Services are involved. As part of the wider government Shared Services Strategy, the MOD has established the Corporate Services Modernisation (CSM) portfolio to drive transformation in Human Resources, Commercial, and Finance policies, processes, organizational structures, data, and systems. Our ambition is to revolutionise MOD corporate services to:

  • Improve the user experience by simplifying policies and processes, providing easier and better interfaces to systems and self-service options, and making services more responsive with accessible help.
  • Deliver better data-driven decision-making by leveraging the latest Oracle Enterprise Performance Management (EPM), Enterprise Resource Planning (ERP), and Human Capital Management (HCM) technologies; enhancing visibility, accuracy, and accessibility of management information across defense; and utilizing integrated data analytics and Artificial Intelligence (AI) to inform decisions.
  • Improve Productivity and Efficiency by automating transactional processes, expanding and enhancing MOD’s shared service center operations, and reducing overall corporate services expenditure to reinvest in frontline capabilities.

DBS has recently reviewed its operational locations in the North West, consolidating activities in Norcross, Blackpool, with a scheduled move to the new Government Hub at Talbot Gateway in Blackpool in 2026.

Job description

The Ministry of Defence is migrating its core HR systems to a Software as a Service (SaaS) Oracle Fusion platform.

The Civilian population’s HR services have already transitioned to this SaaS solution; however, the CSM (specifically the Defence HR Services (DefHRS) project) aims to transform MOD’s offering into a comprehensive, force-wide solution.

We are seeking an experienced software developer to support the DefHRS project’s discovery phase, lead the design and development of the solution, and provide ongoing support and change management throughout its lifecycle.

The CDS-DefHRS Application Lead will be responsible for delivering the DefHRS HR Application, with key duties including:

  • Discovery: Acting as SME, working alongside our delivery partner to advise, support, direct, and drive the team to produce high-quality discovery outputs such as designs, options assessments, and plans. Leading the mobilisation of the implementation team (recruitment, building, upskilling).
  • Implementation: Managing our delivery partner and internal teams to develop, configure, test, document, support testing, and ultimately deploy the solution into the live environment.
  • Support: Overseeing early life support/hypercare for the deployed solution.
  • Enduring support: Continuing to manage internal teams to provide ongoing support and change management post-implementation.
Person specification

The successful candidate will demonstrate:

  • A strong development background in SaaS Oracle Fusion, with a proven record of delivering change and providing support.
  • Understanding of MOD’s Corporate HR services, processes, structures, and systems, or similar complex arrangements in the public or private sectors, is advantageous.
  • Excellent communication and teamwork skills.
