Job Summary:
The Dean ensures the educational needs of students and thecommunity are met by managing division operations, includingpersonnel, budgetary, and curricular functions. With otherinstructional managers and division personnel, set goals,direction, and vision for the division. Provides leadership andparticipates in institutional planning and management of thecollege. Serves on appropriate college, community, and statewidecouncils, committees, and task forces.
Essential Duties:
Division Leadership & Personnel Administration (50%)
- Perform the full range of supervisory responsibilities fordivision personnel. Manage staffing processes in cooperation withHuman Resources, including recruitment, selection, and orientationof full- and part-time faculty and staff. Ensure compliance withemployee contracts, administrative rules, board policies, and stateand federal statutes.
- Make personnel recommendations to the Vice President regardinghiring, termination, and related matters. Direct completion ofinstructor approvals and faculty work plans in collaboration withthe Dean of Instruction.
- Administer performance appraisal processes, assign workloads,and conduct employee evaluations within agreed timelines. Counselpersonnel on performance issues and promote professionaldevelopment.
- Serve as principal advisor to the Vice President and provideleadership in academic affairs and division management.
Strategic Leadership, Institutional Effectiveness &Governance (20%)
- Embrace and lead the division in advancing the college’smission and core values. Align division goals and efforts withstrategic priorities of productivity, equity, and quality.Collaborate with other deans and managers to ensure alignmentacross the college.
- Participate in strategic and master planning processes. Leadinstitutional effectiveness efforts, including assessment ofstudent and program outcomes. Define division goals aligned withcollegewide indicators and provide continuous improvementmonitoring.
- Support faculty initiatives designed to increase studentsuccess and completion.
- Ensure effective communication across instructional and serviceareas. Represent the division on college councils/committees andexternally to businesses, industries, schools,colleges/universities, and agencies. Facilitate communicationbetween centers and departments.
Fiscal Management, Resource Development & Grants (10%)
- Establish priorities and direct development of division budgetsin collaboration with department chairs and the Vice President.Participate in the annual college budget process.
- Administer all aspects of the division budget in accordancewith college, state, and federal guidelines. Manage multiplerevenue sources, including general funds, grants, contractedtraining accounts, and auxiliary accounts.
- Administer awarded grants and contracts, ensure compliance withapproval processes, and evaluate program and contractdelivery.
- Promote external resource development, including grantacquisition, contracted education, entrepreneurial initiatives, andindustry partnerships.
Academic Programs, Curriculum & Accreditation (5%)
- Provide leadership and administer all aspects of divisioncurricular offerings. Coordinate with Academic Affairs to ensurecompliance with institutional and state guidelines. Encouragedevelopment of new programs and instructional approaches.
- Ensure timely review of course outlines; recommend curriculumchanges; approve graduation checklists. Oversee development of theschedule of classes, catalog, publications, and instructionaldelivery across sites and distance education formats.
- Ensure high standards and accreditation compliance. Monitor andmaintain program compliance.
- Lead articulation activities with high schools andcolleges/universities. Support division participation in studentadvising, recruitment, and retention processes. Approvesubstitutions or waivers of degree requirements.
Student Support, Facilities & Community Engagement (10%)
- Serve as advisor for academic and financial aid matters when faculty are unavailable. Supervise recruitment and retentionprocesses. Process student complaints in accordance with studentrights and responsibility guidelines.
- Oversee use and operation of facilities and equipment; ensuresafety compliance. Recommend facility and equipment needs. Maintainrelationships with industry partners and follow procedures foraccepting donations.
- Ensure an accessible and inclusive work and learningenvironment. Ensure programs, classes, materials, and web contentmeet ADA compliance and equity standards.
Other duties as assigned (5%)
Physical Requirements and Working Conditions:
Work is performed in an office environment with frequentinterruptions and irregularities in the work schedule. Incumbentsmust be able to use a computer and communicate effectively inperson, over the phone and in front of groups. Working hours mayvary and occasional early morning or evening work is required.Periodic travel is required. During term breaks in the academiccalendar and summer session, the dean may assume theresponsibilities of department chairs.
Education and Experience
Education and Training:
Requires a master’s degree in adiscipline, or related to a discipline, taught at LBCC . Preferfield related to a curricular area or discipline specific to thedivision.
Experience:
Requires three (3) years teaching or relatedinstructional experience at the college level, preferably at acommunity college; minimum of two (2) years supervisory, departmentchair, or equivalent management experience; or an equivalentcombination of education, training, and experience necessary tosuccessfully perform the essential functions of the job. Preferexperience related to division field.
Knowledge, Skills and Abilities
- Position requires broad understanding of community collegemanagement and administration ranging from academic to financialaffairs. The position requires a commitment to and well-developedteamwork skills, including facilitation of the decision-makingprocess. Requires ability to foster collaboration among diversepersonnel. Must have the ability to interact positively with adiverse student population, faculty, staff, and community. Highlydeveloped written and oral communication skills are essential; mustbe a good listener. Must have public speaking skills. Requiresstrong planning, organization, and leadership skills. Creativity,innovation, and flexibility are vital in working with diverse andcomplex job components. Ability to meet timelines and rusheddeadlines is required.
- Requires knowledge of instructional delivery and the elementsof effective teaching and learning including accessible and ADA-compliant design of instruction and instructional or othermaterials. Must have a thorough understanding of division/programcurriculum and college requirements for completion of degrees andcertificates. Must have broad understanding of the purpose andscope of a general education core and assessment strategies forgeneral education. Must be familiar with the preparation of courseoutlines and course/program approval process. Prefer knowledge ofinstitutional design and academic procedures, general collegeoperations, and administration, awareness of statewide educationalreforms and changing skill requirements within the businesscommunity, and understanding of the external pressures and trendsin community college education.
- Must understand personnel practices. Must set clearexpectations for employees. Requires an understanding of employeecontracts, administrative rules, board policies, and state andfederal statutes pertaining to personnel practices. Must have theability to supervise others and to monitor and evaluate the work ofa complex organizational entity.
- Excellent budget management skills are necessary. Understandingof the legal requirements of the public budget process. Must beable to work comfortably with financial data and have welldeveloped computational skills. Must have knowledge of establishedbusiness office procedures. Requires knowledge of available sourcesfor grants and familiarity with proposal and grant managementprocesses. The ability to anticipate future needs and goals and tocomfortably make decisions that can have substantial impact onstudents, the financial well‑being and the image of the college isrequired.
- Must understand purpose and operations of specialized equipmentand safety requirements relevant to the division. Must have goodunderstanding of safety protocols, industry standards andprocedures, and efficient use of space and equipment to maximizeuse.
- Must be computer literate, with knowledge of e-mail, internet,word-processing, and spreadsheets; ability to use systems such asBanner is needed.
