Overview
Dean-Fluor is seeking a Program Manager in the Vienna, VA area. The Program Manager will oversee all aspects of the operations and maintenance of a large O&M facility, including management of Custodial, General Maintenance, Electrical, Mechanical, Security, HR, and IT personnel. They will ensure the facility is staffed 24/7/365 with qualified FCC operations staff capable of operating and updating all FCC system control applications.

Responsibilities
- Maximize system efficiency and revise operating controls as needed to adapt to changes or correct inefficiencies.
- Establish and maintain continuous O&M management to ensure uninterrupted service, including decision-making capacity during emergencies.
- Provide leadership and personnel management, including recruitment, hiring, training, scheduling, reviews, promotions, and disciplinary actions.
- Develop processes, SOPs, and training programs for operators to monitor and control complex systems, and establish metrics for productivity and effectiveness.
- Ensure FCC can receive, classify, issue, respond to service calls 24/7/365, coordinating with Work Control and developing technical workflows for maintenance and repairs.
- Support development and management of the CMMS program used at the facility.
- Implement FCC processes with the CMMS to schedule, dispatch, track, and report maintenance activities.
- Manage integration, reliability, and functionality of building control systems, including Energy Management and Life Safety Systems, maximizing efficiency and revising controls as needed.
- Assist the Transition Manager with preventive maintenance programs and project scheduling.
- Develop and implement ORM safety procedures, conduct safety meetings, and maintain safety records.
- Implement systems to track expenditures for tools, equipment, supplies, and materials.
- Coordinate subcontractors' service activities and develop project budgets.
Qualifications
- Bachelor's degree in mechanical or electrical engineering with 8-10 years of experience, or 13+ years in building operations without a degree.
- Experience with SCADA systems, network maintenance, Cisco devices, and protocols like Modbus and DNP3.
- Experience with data-gathering and control devices such as power meters, relays, PDU's, UPS.
- Knowledge of Industrial Building Operations.
- Must meet licensing and certification requirements, work various shifts, and obtain/maintain TS/SCI clearance.
Desired Skills
PE license preferred, commissioning experience, familiarity with Windows and Unix/Linux servers, and advanced degrees are a plus.
