Overview

Operations Manager

This Deputy Program Manager position reports to the Program Manager. Must be able to support the management of medium to large complex construction/facility maintenance projects within the Operations & Maintenance Function.

  1. Manage structural, mechanical, electrical, architectural, and civil construction/facility projects.
  2. Manage requirements for construction/maintenance projects in operating facilities, including Task Orders.
  3. Plan and schedule contractor work in operating facilities, including Task Orders.
  4. Develop scopes of work for construction/facility maintenance.
  5. Manage quality requirements for construction/facility maintenance projects.
  6. Manage costs and budgets for construction/facility maintenance and Task Orders.
  7. Obtain work approvals and permits as required.

Principal Duties and Responsibilities:

  1. Maintain client relationships through regular communication to understand project operations, inform about DeanFluor activities, suggest improvements, assess needs, develop teamwork, and gather feedback.
  2. Serve as the first line of contact to the Program Manager, conducting interviews and maintaining close client relationships.
  3. Manage work according to contract terms, minimizing leakage, and maximizing returns.
  4. Regularly review and monitor risks, identifying significant business risks for DeanFluor.
  5. Assess client operations on-site to identify future requirements and propose project plans.
  6. Use analytical tools and techniques to evaluate client organizations.
  7. Ensure project duties and responsibilities are clearly defined, documented, and followed by the team.
  8. Monitor budgets, performance, and utilization, providing periodic reports for the site.
  9. Assist in sales efforts through estimates and proposals.
  10. Maintain a safe work environment.
  11. Perform additional duties and propose project plans as needed.
  12. Develop budgets and costs for Task Orders in collaboration with the Project Manager.
  13. Meet with client personnel to present proposals and updates on Task Orders.
  14. Coordinate with supervisory personnel, client representatives, subcontractors, and design professionals to resolve work procedures, complaints, and construction issues.
  15. Oversee procurement of major materials and monitor tools and equipment requirements with the TTO Manager and warehouse.
  16. Manage overall project finances, ensuring timely completion, including punch-list items, as-built drawings, manuals, and training.
  17. Monitor project progress, preparing reports on budget, schedule, cash flow, and manpower.
  18. Identify opportunities for cost savings, quality improvements, and best practices.
  19. Ensure compliance with safety regulations.
  20. Estimate and budget for self-performing, vendors, and subcontractors' activities, including financial performance and quality control.
  21. Perform other duties as assigned.

Job Requirements:

  1. Engineering, Construction, or Business degree with 10 years of construction or O&M site experience and managing large complex O&M sites for 10 years.
  2. Effective communication skills with management, coworkers, clients, vendors, contractors, and visitors.
  3. Technical knowledge necessary to perform the job.
  4. Attention to detail and ability to work efficiently within time constraints.
  5. Ability to learn and apply knowledge of applicable statutes and guidelines.
  6. Must be able to obtain and maintain a Top Secret clearance.
