Overview
Operations Manager
This Deputy Program Manager position reports to the Program Manager. Must be able to support the management of medium to large complex construction/facility maintenance projects within the Operations & Maintenance Function.
- Manage structural, mechanical, electrical, architectural, and civil construction/facility projects.
- Manage requirements for construction/maintenance projects in operating facilities, including Task Orders.
- Plan and schedule contractor work in operating facilities, including Task Orders.
- Develop scopes of work for construction/facility maintenance.
- Manage quality requirements for construction/facility maintenance projects.
- Manage costs and budgets for construction/facility maintenance and Task Orders.
- Obtain work approvals and permits as required.
Principal Duties and Responsibilities:
- Maintain client relationships through regular communication to understand project operations, inform about DeanFluor activities, suggest improvements, assess needs, develop teamwork, and gather feedback.
- Serve as the first line of contact to the Program Manager, conducting interviews and maintaining close client relationships.
- Manage work according to contract terms, minimizing leakage, and maximizing returns.
- Regularly review and monitor risks, identifying significant business risks for DeanFluor.
- Assess client operations on-site to identify future requirements and propose project plans.
- Use analytical tools and techniques to evaluate client organizations.
- Ensure project duties and responsibilities are clearly defined, documented, and followed by the team.
- Monitor budgets, performance, and utilization, providing periodic reports for the site.
- Assist in sales efforts through estimates and proposals.
- Maintain a safe work environment.
- Perform additional duties and propose project plans as needed.
- Develop budgets and costs for Task Orders in collaboration with the Project Manager.
- Meet with client personnel to present proposals and updates on Task Orders.
- Coordinate with supervisory personnel, client representatives, subcontractors, and design professionals to resolve work procedures, complaints, and construction issues.
- Oversee procurement of major materials and monitor tools and equipment requirements with the TTO Manager and warehouse.
- Manage overall project finances, ensuring timely completion, including punch-list items, as-built drawings, manuals, and training.
- Monitor project progress, preparing reports on budget, schedule, cash flow, and manpower.
- Identify opportunities for cost savings, quality improvements, and best practices.
- Ensure compliance with safety regulations.
- Estimate and budget for self-performing, vendors, and subcontractors' activities, including financial performance and quality control.
- Perform other duties as assigned.
Job Requirements:
- Engineering, Construction, or Business degree with 10 years of construction or O&M site experience and managing large complex O&M sites for 10 years.
- Effective communication skills with management, coworkers, clients, vendors, contractors, and visitors.
- Technical knowledge necessary to perform the job.
- Attention to detail and ability to work efficiently within time constraints.
- Ability to learn and apply knowledge of applicable statutes and guidelines.
- Must be able to obtain and maintain a Top Secret clearance.
