Job summary

Heartland Consulting in Washington, DC is seeking a Financial Analyst to support monthly billing, cost allocation, and reporting for a DHS shared-services office. This full-time onsite role reports to the Customer Service Program Team Lead and may be named in the proposal.

The role requires 3+ years in federal government accounting or cost modeling, with a strong emphasis on activity-based costing, advanced Excel, and potential Power BI use. US citizenship and DHS suitability needed.

Qualifications

• Bachelor’s degree in accounting, finance, business administration, information management, or related field.
• At least three years of experience in federal government accounting or federal financial management; six+ years in cost modeling or shared-services financial operations preferred.
• Demonstrated experience in activity-based costing or cost-model development.
• Advanced Excel proficiency with lookups, pivot tables, and reconciliation; Power BI preferred; SQL a plus.
• Ability to explain cost results to non-accountants and document underlying assumptions.
• U.S. citizenship and ability to read, write, speak English fluently; must reside in the United States.
• Ability to obtain a DHS suitability determination; no security clearance required.
• Onsite availability at Potomac Center South, Washington, DC.

Responsibilities

• Gather inputs and calculate monthly activity and process costs for federal customer components and internal customer.
• Prepare monthly customer activity reports with methods, assumptions, and data sources.
• Support quarterly cost-per-vendor-invoice calculation and customer packages ahead of due date.
• Support annual service-level agreement update and annual funding reassessment.
• Confirm workload drivers and enterprise-wide costs with process owners during model configuration reviews.
• Draft sections of interagency agreement packages, including continuing-resolution updates.
• Support beginning-of-year and fiscal year-end customer reports, meetings, and action tracking.
• Document standard operating procedures and desk guides for the billing cycle.
