Job description

Data Analyst I

Data Analyst I is a hybrid technical position combining responsibilities in database administration, GIS system development, data integration, and business intelligence. This role supports the city’s strategic data infrastructure, geospatial initiatives, and cross-departmental applications through optimized database performance, spatial analytics, and interactive visualizations.

The ideal candidate brings advanced expertise in relational databases, spatial data systems, programming, and visualization tools. A collaborative, forward-thinking approach is key to building scalable and secure solutions that serve both operational and strategic goals across the city.

  1. Design, implement, maintain, and optimize enterprise databases (SQL Server, SDE, ArcGIS Enterprise, Oracle, MySQL).
  2. Support and manage spatial and non-spatial databases, ensuring integration with enterprise applications and systems.
  3. Develop and maintain custom tools and scripts using SQL, Python (ArcPy), Arcade, and JavaScript (React).
  4. Build and manage web-based applications and dashboards using HTML/CSS, JavaScript, ArcGIS API, Power BI, Tableau, and ArcGIS Dashboards.
  5. Administer ArcGIS Enterprise, ArcGIS Online, and Portal environments including user management and service publication.
  6. Implement database performance tuning, security protocols, data backup, recovery plans, and optimization strategies.
  7. Support ETL processes, data transformations, and API integrations (REST, JSON, BAO).
  8. Provide database and application troubleshooting and resolution support.
  9. Collaborate cross-functionally with GIS, IT, and business teams to enhance system efficiency and data-driven decision-making. Create and maintain system documentation, workflows, and development standards.
  10. Participate in on-call rotations and provide after-hours support when needed.

Minimum qualifications include proficiency in SQL Server, Oracle, SDE, MySQL, PostgreSQL, data modeling, expertise in Python, ArcPy, Arcade, JavaScript (React), web development, experience with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, Portal, data visualization tools like Power BI, Tableau, Esri dashboards, and a strong understanding of database security, backup, and performance optimization. The candidate should have experience integrating external datasets via APIs and demonstrate project management, leadership, and excellent communication skills.

Minimum Education and Experience:

  • Bachelor’s degree in GIS, Computer Science, Information Systems, or related field (Master’s preferred) or 4 years of relevant experience.
  • Esri technical certifications, Microsoft SQL certifications, or CompTIA A+ or Tech+ preferred.
  • Valid Texas Driver’s License.

Physical and Environmental Conditions:

  • Ability to sit, stand, and transport self between buildings.
  • Ability to kneel, crawl, climb, and twist for equipment installation and maintenance.
  • Ability to lift and move computer equipment.
