  • Experience working with data engineers, developers and business analysts on solutions to collect, manage and report IDEA Data
  • Experience with data visualizations for internal data use and public reporting
  • Experience with facilitating small and large group meetings and workshops both in person and virtually

Responsibilities

  • Provide technical assistance to state education and state lead agencies to improve the quality, accessibility, and use of IDEA data
  • Support the development of tools and products to support states to improve the quality, accessibility, and use of IDEA data
  • Work with states and their IDEA 618 and SPP APR reporting, public reporting of IDEA data; related issues concerning IDEA data such as data governance and data integration
  • Travel to state education and state lead agencies customer sites to provide technical assistance with IDEA data management
  • Collaborate across TA centers and partners as needed to resolve issues related to the state reporting of IDEA data
  • Document technical assistance activities, decisions, progress, risks, outcomes, and follow-up actions.
  • Assess state needs, readiness, capacity, and contextual factors and develop appropriately tailored technical assistance plans.
  • Provide individualized and cross-state technical assistance through consultation, coaching, facilitation, training, peer learning, document review, and problem-solving.
  • Help states translate federal requirements into sustainable business processes, data practices, governance structures, and system improvements.

Job description

Summary of position/daily activities:

AEM is seeking a highly skilled and experienced IDEA Part C Data TA Provider/Expert to serve as a technical assistance provider in support of State and Federal customers. The role requires a strategic and delivery-focused leader with experience with Part C and Part B, including Part B 619 data. The IDEA Part C Data TA Provider/Expert will serve on cross-functional internal teams and external partners and ensure successful delivery of technical assistance

The successful candidate will combine deep knowledge of IDEA Part C data and program requirements with strong consultation, facilitation, relationship-building, and problem-solving skills. The technical assistance provider will work directly with state leaders, data managers, program staff, information technology teams, and partner organizations to assess needs, develop practical solutions, facilitate implementation, and support sustained improvements in state data systems and practices.

This position requires an individual who can translate complex federal requirements and technical concepts into clear, actionable guidance for varied audiences. The person must be comfortable leading state-facing engagements, developing high-quality resources, working collaboratively across national technical assistance centers, and managing multiple assignments in a remote, deadline-driven environment.

Basic qualifications/experience (the required qualifications which are critical to be considered for the position:
  • Minimum of five (5) years experience with IDEA data, data management and governance
  • Minimum of five (5) years experience with applications used to collect, aggregate, store, analyze, use and report education data
  • Minimum of three (3) years experience with the required 618 and SPP\APR reporting as required by IDEA
  • Experience with cross-agency data sharing, early childhood integrated data systems, or longitudinal data systems.

Desired skills, experience or certifications:
  • Excellent written/verbal communication skills
  • Experienced with the MS Power Platform
  • Experience with BI Tools like MS Power BI or Tableau
  • Experience creating accessible data products in accordance with WCAG and Section 508 expectations.
  • Experience with accessibility requirements found within ADA Title II regulations
  • Experience with making data accessible for individuals with low vision, blindness, cognitive or physical disabilities.
  • Willingness and ability to ensure people of varying lived experiences have an opportunity to access and engage with data
  • Experience with the Common Education Data Standards (CEDS) and the associated tools on the CEDS website
