Job summary

Data Science Manager Contractor at the U.S. Department of State, ECA/P/AS, leads data science projects to understand American Spaces programming, outcomes, and impact.

You will guide OASIS enhancements, oversee dashboard development in Power BI, and coordinate with Training, EducationUSA, and policy teams to ensure data-informed decisions. The role requires extensive experience in data science project management, training delivery, and strong communication skills.

Qualifications

• Five+ years of progressively responsible experience managing the development and implementation of data science projects.
• Experience in driving data science projects from start to finish with analytics planning and stakeholder engagement.
• Experience delivering training on data science projects to end users (3+ years).
• Ability to communicate clearly in oral and written form and to develop guidance and instructions.

Responsibilities

• Serve as senior technical advisor on all matters related to modifying and enhancing OASIS.
• Liaise daily with the Training Unit Lead Project Manager and contract development team to resolve questions and ensure progress.
• Develop and execute a technical transition plan for OASIS implementation.
• Establish a technical support ticket system for users.
• Recommend improvements to interoperability between systems within the American Spaces Portal, including OASIS, and develop a prioritization system for planned improvements.
• Collaborate with EducationUSA to link and update data between American Spaces and EducationUSA Center data in OASIS.
• Advise on data collection, reporting, and visualization best practices in alignment with Department policies.
