Job summary

My3tech is seeking an experienced Data Mart Technical Lead to drive design, development, and implementation of a modern Data Mart as part of a state Medicaid modernization initiative. The role provides technical leadership for migration, data integration, transformation, and reconciliation to ensure reporting and operations meet requirements.

You will lead data modeling, ETL processes, performance optimization, and collaboration with state IT, business analysts, and SMEs.

Qualifications

• 10+ years in data engineering, warehousing, or enterprise data integration with leadership.
• Strong SQL expertise including complex queries and optimization.
• Hands-on ETL/ELT development, dimensional modeling, and Data Mart architecture.

Responsibilities

• Lead the technical design and development of the Data Mart, including data architecture, data models, ETL/ELT processes, and integration.
• Analyze legacy systems, source data structures, business rules, and existing data flows.
• Define source-to-target mappings, transformation logic, and data migration strategies.
• Lead data profiling, cleansing, validation, reconciliation, and conversion activities.
• Design and optimize complex SQL queries, stored procedures, and data pipelines.
• Establish data quality controls, error handling, monitoring, and performance optimization.
• Collaborate with state IT, business analysts, Medicaid subject matter experts, and development teams.
• Review technical designs, code, and deliverables produced by developers.
• Own technical documentation, deployment readiness, and knowledge transfer.
• Demonstrate ability to independently lead technical discussions and drive deliverables to completion.

The resource will provide technical leadership for legacy data migration, data integration, transformation, and reconciliation while ensuring the new solution meets business, reporting, and operational requirements.

Scope of Services / Responsibilities

• Lead the technical design and development of the Data Mart, including data architecture, data models, ETL/ELT processes, and integration.
• Analyze legacy systems, source data structures, business rules, and existing data flows.
• Define source-to-target mappings, transformation logic, and data migration strategies.
• Lead data profiling, cleansing, validation, reconciliation, and conversion activities.
• Design and optimize complex SQL queries, stored procedures, and data pipelines.
• Establish data quality controls, error handling, monitoring, and performance optimization.
• Collaborate with state IT, business analysts, Medicaid subject matter experts, and development teams.
• Review technical designs, code, and deliverables produced by developers.
• Lead root-cause analysis and resolution of data discrepancies and production issues.
• Own technical documentation, deployment readiness, and knowledge transfer.
• 10+ Years: Experience in data engineering, data warehousing, or enterprise data integration, including technical leadership experience.
• Strong SQL expertise, including complex queries, stored procedures, and query optimization.
• Hands-on experience with ETL/ELT development, dimensional modeling, and Data Mart architecture.
• Demonstrated experience migrating legacy data into modern data platforms.
• Experience with data validation, reconciliation, and large-volume data processing.
• Ability to independently lead technical discussions and drive deliverables to completion.

Preferred Qualifications

• Experience with Medicaid, MMIS, state government systems, provider enrollment, claims, eligibility, or healthcare data.

Experience with SQL Server, SSIS, Azure Data Factory, Databricks, Spark, or equivalent technologies is beneficial, depending on the project's technology stack.
