Job summary

Public Consulting Group LLC (PCG) is seeking a data integration & migration professional to lead conversion efforts for SaaS implementations. You will assess legacy data, design ETL strategies, and ensure data integrity while safeguarding PII.

Collaboration with project managers, developers, and QA teams will be essential to deliver a seamless data migration and governance framework across client engagements.

Qualifications

• Bachelor’s degree or 5+ years of experience required; Master’s degree preferred.
• 5+ years hands-on experience with data conversion, data migration, and ETL processes, including extracting data from legacy systems, transforming data to meet target model requirements, and loading data into new platforms.
• 5+ years designing, building, and executing ETL or data integration workflows using custom scripts, integration tools, or database-driven approaches.
• Ability to understand state service delivery systems and federal regulations governing programs.

Responsibilities

• Documentation: document conversion processes and provide training or support as needed.
• Documentation & Methodology: create data management strategies aligned with project goals.
• Maintain and update data management docs and reusable artifacts across projects.
• Develop data governance training materials for internal and client stakeholders.
• Support data governance use cases with standards, processes, and controls for data quality, lineage, and stewardship.

About the Role

Collaborating with our Technology Consulting team, you will help organizations streamline operations and achieve strategic goals to serve the public better. We provide the full spectrum of technology consulting services to help state and local agencies meet operational and program needs that enhance the lives of their user base.

Key Responsibilities

• Data Analysis & Conversion Assess legacy data sources and design conversion strategies for SaaS implementation
• Perform data extraction, transformation, and loading (ETL) using appropriate tools
• Validate data integrity and accuracy post-migration
• Secure handling of client data, e.g. managing Personal Identifiable Information (PII)
• Client Engagement & Leadership Lead client meetings to gather requirements, clarify business processes, and identify data dependencies
• Translate business workflows into data mapping for the new platform
• Serve as a trusted advisor, guiding clients through conversion best practices
• Collaboration Work closely with project managers, developers, and QA teams to ensure seamless integration
• Document conversion processes and provide training or support as needed
• Documentation & Methodology Create and implement Data Management strategies, aligned with project and organizational objectives
• Refine, maintain, and update data management methodology documents and supporting artifacts, ensuring they remain current, consistent, and reusable across projects
• Contribute to the development of data management training materials and knowledge transfer documentation for internal teams and client stakeholders
• Support and execute data governance use cases, including documentation of standards, processes, and controls related to data quality, lineage, and stewardship

Required Qualifications

• Bachelor’s degree or 5 years’ experience required and Master’s degree (MPA or government focused MBA) preferred
• 5+ years of hands-on experience with data conversion, data migration, and ETL processes, including extracting data from legacy systems, transforming data to meet target model requirements, and loading data into new platforms
• 5+ years of experience designing, building, and executing ETL or data integration workflows, using custom scripts, integration tools, or database-driven approaches
• Ability to understand both the service delivery system for programs which are administered by states and monitored by federal regulators
• Ability to understand and be an expert in complex federal regulations and requirements
• Strong Microsoft Office applications skills, especially data analytics (i.e. ACCESS, SQL, SPSS)
• Ability to use sound judgment in completing tasks and to seek guidance when needed
• Attention to detail and ability to work with large data sets with accurate results

Additional Preferred Qualifications

• Proficient with ETL, SQL/MySQL, XML, Data Bricks, Microsoft Excel, stored procedures, or other data tooling
• Basic coding experience in languages such as Python and JavaScript
• Experience with relational databases (tables, view, queries, T-SQL and stored procedures)
• Experience working with customers and/or team members and leading data requirements sessions
• Participation in a minimum of 1 full life cycle software implementation
• Understanding of the complete software implementation lifecycle – including data requirements gathering, dataset migration, data reconciliation, and move to production
• 3+ years of experience coordinating and collaborating with cross-organizational partners to define requirements and resolve data issues
• 3+ years of experience mapping, transforming, and loading data from source to target software systems
• Experience in a Data Conversion work stream on a software implementation

Compensation

• Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role.
• In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave
• Range: $75,000 - $125,000
