Proposal Manager – Mission Critical Infrastructure

About the Opportunity

A leading engineering, construction, and technology solutions provider is seeking an experienced Proposal Manager to support the pursuit of large-scale mission-critical and data center projects.

This role is responsible for leading complex proposal efforts from opportunity qualification through final submission, ensuring the delivery of high-quality, customer-focused proposals that align with business objectives and client requirements.

The successful candidate will work closely with business development, preconstruction, engineering, estimating, procurement, project delivery, finance, and executive leadership teams to coordinate winning pursuits in a fast-paced, deadline-driven environment.

Key Responsibilities

• Lead the end-to-end proposal process for RFPs, RFQs, RFIs, presentations, executive summaries, and commercial submissions.
• Develop and manage proposal schedules, deliverables, and review milestones.
• Coordinate proposal kickoffs, strategy sessions, storyboard reviews, and final submission activities.
• Ensure proposals are delivered on time and meet all client requirements.

Cross-Functional Coordination

• Partner with business development and opportunity leaders to understand client needs, pursuit strategies, and key differentiators.
• Coordinate contributions from engineering, estimating, procurement, operations, finance, legal, and project delivery teams.
• Drive alignment among stakeholders throughout the pursuit lifecycle.

Quality & Compliance

• Ensure all proposal content complies with client requirements, company standards, and industry best practices.
• Review submissions for accuracy, consistency, quality, and completeness.
• Maintain proposal governance, document control, and version management processes.
• Support client engagement activities throughout the pursuit process.
• Help develop compelling value propositions, win themes, and competitive positioning strategies.
• Contribute to continuous improvement initiatives by capturing lessons learned and proposal performance metrics.
• Monitor pursuit progress, key milestones, risks, and dependencies.
• Provide regular updates to senior leadership regarding proposal status and resource requirements.
• Track proposal outcomes and identify opportunities for process improvement.

Qualifications

Required Experience

• 8+ years of experience managing complex proposals, pursuits, or preconstruction activities.
• Experience supporting large-scale construction, engineering, infrastructure, mission-critical, or data center projects.
• Strong understanding of preconstruction, estimating, procurement, and project delivery processes.
• Demonstrated success managing multiple concurrent pursuits and tight deadlines.
• Exceptional project management, organizational, and coordination skills.
• Strong verbal and written communication abilities.
• Proven ability to influence and align cross-functional teams.
• High attention to detail and commitment to quality.
• Strong commercial awareness and business acumen.
• Proficiency with Microsoft Office Suite and proposal management tools.

Preferred Qualifications
