Job summary

ManpowerGroup is seeking an Energy Marshal for Substation Construction and Commissioning to join the Construction Management team supporting Microsoft Data Center initiatives. The position is contingent and onsite in San Jose, CA, with a pay range of $97.28–$104.75 per hour.

The ideal candidate brings extensive electrical construction and safety experience and strong communication skills to coordinate with contractors and utility stakeholders.

Qualifications

• 10+ years of electrical construction, commissioning, or electrical safety experience.
• 5+ years with medium- or high-voltage systems.
• Hands-on substation, transmission, utility interconnection, or critical infrastructure construction and energization experience.
• Strong knowledge of NFPA 70E, OSHA regulations, LOTO programs, and hazardous energy control procedures.
• Ability to interpret one-line diagrams, three-line diagrams, electrical schematics, switching orders, and arc flash studies.
• Current NFPA 70E certification/training and OSHA 10 (OSHA 30 preferred).

Responsibilities

• Oversee energy isolation, LOTO, testing, commissioning, and energization activities for 115kV and 35kV utility interconnection substations.
• Review and approve energization plans, switching orders, MOPs, commissioning procedures, and permit-to-work documentation.
• Ensure compliance with NFPA 70E, OSHA 1910.269, OSHA 1926 Subpart V, Microsoft EHS standards, and utility requirements.
• Coordinate with contractors, commissioning teams, utility representatives, engineers, and Microsoft project stakeholders.
• Conduct field audits, live-dead-live verifications, temporary grounding reviews, and provide weekly project status reporting.
